<br />,...... <br /> <br />,...... <br /> <br />,...... <br /> <br />Commission Minutes--March 19, 2001 2259 <br /> <br />The jail will be managed in a manner that will foster a positive atmosphere <br />between the staff and inmate population with the expectation that mutual respect <br />will be displayed at all times. This task will be accomplished by employing well <br />trained and motivated jail staff, maintaining a safe and secure physical plant, and <br />providing inmate programs that will offer them an opportunity to help prepare <br />themselves for eventual reintegration into their communities. Inmates will be held <br />accountable for their actions, and incentive for good behavior will be provided <br />through a classification system that will reward positive behavior. We will strive <br />toward the goal that upon leaving the facility, inmates will leave in at least the <br />same, or preferably better, condition as when they arrived. <br /> <br />12. <br /> <br />REGISTER OF DEEDSIFEMA PROJECT UPDATE, Contract with Hiah Plains Technoloav <br />Mike Steiner, High Plains Technology, provided copies of a quarterly status report dated <br />February 26, 2001, on the Register of Deeds Disaster Proofing Project. He requested Board <br />approval of the two computer services/software agreements with High Plains Technology. <br /> <br />A letter was also received from Maxine Olson-Hill, Burleigh County Register of Deeds and <br />Chairman ofthe North Dakota Recorders Information Network (NDRIN), asking the Cass County <br />Commission to sign both contracts as submitted. Her letter indicates that one agreement <br />provides project management services to meet FEMA grant objectives, and the other agreement <br />provides hosting services for the NDRIN repository, which provides a backup for land records <br />application databases for all of the participating counties. Mr. Steiner said the contract was set <br />to expire May 31, however, FEMA approached him about extending the contract through 2001. <br />Mr. Burdick reviewed the contracts and had his questions answered by Mr. Steiner today. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to authorize the vice <br />chairman of the Cass County Commission to sign the two High Plains <br />Technology Computer Services/Software Agreements. On roll call <br />vote, the motion carried unanimously. <br /> <br />13. <br /> <br />SHERIFF'S DEPARTMENT, Reauest for K-9 Unit aooroved <br />Sheriff Rudnick, Lt. Rich Majerus, and Investigator Mitch Burris were present to submit a <br />proposal for obtaining a trained dog to be used in narcotics enforcement in Cass County. The <br />Sheriff's Department had a K-9 unit a number of years ago, and the department feels it is <br />necessary at this time because the use of narcotics is increasing. A Labrador puppy can be <br />purchased from a trainer in Indiana for $400, if the county acts quickly to make the decision to <br />purchase it. Additional expenses would include $2,000 to train the handler and the canine for <br />three weeks, and $2,400 for the handler's food and lodging during that time. Estimated ongoing <br />costs of the K-9 unit would be $815 annually. Mr. Burris will be the handler, and he said a dog <br />could be very active in Cass County and would pay for itself in terms of asset forfeitures. <br /> <br />Mr. Wagner asked how the dog would be transported, and Sheriff Rudnick said Mr. Burris would <br />use the county vehicle assigned to him for transporting the dog. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve the <br />purchase and training of a dog for the Cass County Sheriff's <br />Department for use in narcotics enforcement, for the amount of <br />money discussed today.
