<br />11. <br /> <br />Commission Minutes--March 19,2001 2258 <br /> <br />JAIL UPDATE, Name of facilitv formalized: mission statement adooted <br />A letter was received from Walt Willis, Jail Transition Coordinator, requesting approval of the <br />mission statement and a different name for the new jail facility. Mr. Willis was present and read <br />the proposed mission statement, which refers to the jail as the Cass County Adult Detention <br />Center and to the inmates as detainees. <br /> <br />~ <br /> <br />Mr. Wieland said he has some concerns about changing the name of the jail and asked about <br />Century Code references to adult detention centers and the term detainees instead of inmates. <br />The State's Attorney referred to North Dakota Century Code Chapter 12-44.1 and said the title <br />of this chapter is Jails and Regional Correction Centers. A person who is detained or confined <br />in a correctional facility is referred to as an inmate. From a statutory standpoint, Mr. Burdick did <br />not think referring to the facility as a detention center rather than a jail would be a problem. <br /> <br />Mr. Wagner said he does not understand the reason for naming the new facility anything other <br />than the Cass County Jail. He felt changing the name to the adult detention center may cause <br />some confusion because of the juvenile detention center building. <br /> <br />Mr. Willis said most of the jails that members of the transition team have visited are called <br />detention centers. He said the county correctional staff believes they have come a lot further <br />than being just a jail. The primary role, he said, is to detain people for the court system. <br /> <br />,...... <br /> <br />Mrs. Schneider said she is concerned about the public's perception if the new facility is called <br />an adult detention center. Sheriff Don Rudnick said he is not opposed to changing the name <br />of the facility, and he does not think the public would be too concerned about it. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to formalize and retain <br />the name Cass County Jail for the new facility when it becomes <br />operational. On roll call vote, the motion carried unanimously. <br /> <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to add the word inmate <br />with detainee in reference to anyone confined in the jail facility. On <br />roll call vote, the motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to adopt the jail <br />mission statement as amended and as follows: On roll call vote, the <br />motion carried unanimously. <br /> <br />,...... <br /> <br />Mission Statement <br />The Cass County Jail will provide safe and secure confinement for lawfully <br />committed inmates or detainees in compliance with standards set forth by the <br />American Correctional Association, the North Dakota Century Code and the North <br />Dakota Administrative Jail Rules. The primary goal of the jail will be to provide for <br />the safety of Cass County citizens by detaining lawfully committed inmates in the <br />most efficient and cost-effective manner as possible. <br />
