<br />Commission Minutes--January 2, 2001 2230 <br /> <br />23. JAIL CONSTRUCTION UPDATE, ReDort bv Jail Proiect Coordinator. Architect. and <br />----- Transition Team Leader <br />Bonnie Johnson, County Coordinator/Jail Project Coordinator, gave a PowerPoint presentation <br />to update Commissioners on the jail project. <br /> <br />.r- <br /> <br />r-. <br /> <br />Architect Rick Hoganson, Foss Associates, provided copies of interior building sketches of the <br />new facility, and reported on the building progress thus far. He said pay requests from the <br />contractors totaled $1.8 million at the end of December, which is about 11% of the total <br />contracts awarded. The brick for the outside of the building will be purchased from Hebron <br />Brick Supply Company of Fargo, and Mr. Hoganson said this will result in a cost savings of <br />about $35,000 because they are a local company. Construction is about six weeks behind <br />schedule due to excessive rainfall last summer and extreme cold temperatures in November and <br />December, however, Mr. Hoganson expects that contractors will be back on track by mid-July. <br /> <br />Walt Willis, Jail Administrator, reported on recruitment and training of the transition team <br />member replacements. The transition team members will begin their duties in that capacity in <br />mid-February. Concerning computer software, Mr. Willis said the County Information Services <br />Department has completed some of the modifications to existing software, and the program is <br />working favorably. <br /> <br />In following the Transition Team Action Plan, Mr. Willis requested approval for temporary pay <br />increases at this time. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to approve the <br />following temporary promotions: Deputies Deb Assmus and Lyndon <br />Worden, who will be acting as shift supervisors, be promoted from <br />paygrade B32 to C43; Deputy Lori Lawson, who will be the acting <br />programs director, be promoted from B32 to C41; Deputy Curt Malafa, <br />who will replace Chief Deputy Jim Thoreson, be promoted from B22 <br />to B32; Deputies Loretta Orvedahl, Laurie Ward, Ernie Schulz and <br />Gene Lindemann be promoted from B21 to B22 to backfill the four <br />promotions listed above. All staff members who are temporarily <br />promoted in order to replace and backfill for the Jail Transition Team <br />will return to their original positions and paygrade step once the <br />transition process has been completed. On roll call vote, motion <br />carried unanimously. <br /> <br />24. <br /> <br />JAIL FINANCIAL REVIEW, UDdate bv County Auditor <br />The County Auditor updated Commissioners on collection of sales tax revenue for the jail <br />construction project, which has averaged $526,000 per month to date. Over $7 million has been <br />collected and expenditures totaled about $3 million, leaving a fund balance on December 31, <br />2000, of $4,536,128.97. If collections exceed the projections, Mr. Montplaisir said the county <br />could end the sales tax earlier than anticipated. <br /> <br />25. <br /> <br />RED RIVER AND WILD RICE RIVER GREENWAY PROJECT, Committee to be aDDointed <br />Keith Berndt, County Engineer, addressed the board concerning his memorandum dated <br />December 22, 2000, for the establishment of greenways along the Red River and Wild Rice <br />River in Cass County.
