<br />r- <br /> <br />Commission Minutes--January 2, 2001 2229 <br /> <br />concerns listed by the City of Buffalo in their letter dated December <br />14, 2000; and that this action is subject to the Buffalo Historical <br />Society accepting ownership of the structure that would remain <br />standing. Discussion: Mr. Wieland said he wants to work with the <br />Buffalo Historical Society, however, a decision today to leave the 1916 <br />structure may be premature. He felt that advertising for the building <br />demolition with an alternate bid would allow more time for <br />Commissioners to make a final decision on the future of that property <br />at the time bids are opened rather than at today's meeting. Mr. <br />Wagner concurred by saying he is sensitive to the cost to county <br />taxpayers if it is determined that the 1916 portion must be demolished <br />at a later date. Birch Burdick, State's Attorney, was also concerned <br />about future obligations to the county in case the project which the <br />Buffalo Historical Society foresees cannot be completed. At the call <br />for the question and on roll call vote, the motion failed with Mrs. <br />Schneider voting "Aye" and four members opposing. <br /> <br />.~ <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to call for bids for <br />demolition of the former Buffalo school buildings, excluding the 1916 <br />structure, with an alternate bid to remove all of it; and further, that a <br />committee be formed by the chairman to work with the Mayor of <br />Buffalo and the Buffalo Historical Society on the alternate bid <br />concept. Discussion: Mr. Meyer said he will serve on the committee <br />because he met with them last year and has some history on it, and <br />he will appoint two other people representing the county to meet with <br />them. At the call for the question and on roll call vote, the motion <br />carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded that the chairman <br />be authorized to sign a letter to the State Historical Society of North <br />Dakota indicating support for the Buffalo Historical Society in their <br />request to have the 1916 Buffalo High School nominated to the <br />National Register of Historic Places, providing the county accepts a <br />demolition bid leaving the 1916 portion intact. On roll call vote, <br />motion carried unanimously. <br /> <br />22. <br /> <br />GIS PARTNERSHIP WITH CITY OF FARGO, UDdate bv County Auditor <br />Michael Montplaisir, County Auditor, reported that Cass County had a contract during calendar <br />year 2000 with Pro-West and Associates to complete a parcel-based map of the entire county. <br />An ad hoc committee for the county, consisting of members Keith Berndt, Glenn Ellingsberg, <br />Bonnie Johnson, Robert Holmbeck, Frank Klein and Mr. Montplaisir, believes the most efficient <br />and cost effective way to maintain the GIS (Geographical Information System) parcel map is to <br />contract with an entity that already has the staff and expertise, such as the City of Fargo. A <br />letter was written by Mr. Montplaisir to the City of Fargo asking if they would concur that a joint <br />effort in GIS is feasible and what the projected cost to Cass County would be for 2001. The city <br />has not yet responded to Mr. Montplaisir's December 13, 2000, letter. <br /> <br />r- <br />
