VECTOR CONTROL BUILDING, Amended ordinance 1st readina <br />Bids for a new vector control facility were delayed from the April 4, 2005, commission <br />meeting because the bid totals exceeded the amount specified in the ordinance for the <br />construction and financing of a vector facility by more than $100,000. Architect Terry Stroh <br />presented hand-outs today on recommended deducts to lower the total bid price, and the <br />county auditor presented a revised financial statement on the project. <br /> <br />Mr. Stroh said Lee Jones Construction offered the greatest dollar amount of deducts, <br />making them the apparent low bidder. Mr. Montplaisir said the proposed construction cost <br />is $884,000 if the deducts are accepted, and he said Mr. Stroh has agreed to lower his <br />architect fees from 8% to 8%, for a total project cost of about $955,000. <br /> <br />Birch Burdick, State's Attorney, advised the commission to revise the dollar amount on the <br />vector building ordinance before awarding bids for a project that would exceed $900,000. <br /> <br />The contractor, Lee Jones Construction, was present and indicated he would extend the 30- <br />day time period for awarding bids so it would not be a problem to proceed with the county's <br />ordinance process in order to amend the vector building ordinance by raising the dollar limit <br />on the project. <br /> <br />Mrs. Sorum said she is supportive of the vector control program; however, she cannot <br />support a $1.1 million facility. <br />MOT/ON, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve first reading of <br />Amended Ordinance #2004-1 increasing the expenditure not to exceed <br />$1,000,000 and length of years to remain at 10 for a vector control <br />building. On roll call vote, the motion carried with four members voting <br />"Aye" and Mrs. Sorum opposing. <br /> <br />15. FARGO SPECIAL ELECTION, Renaissance Center proiect supported <br />Mike Bullinger, of CityScapes Development, was present to request support from the Cass <br />County Board of Commissioners for a proposed Renaissance Center in downtown Fargo. <br />City of Fargo residents will vote on the project in a special election to be held May 3,2005, <br />because it involves extending the FargoDome % cent sales tax for three years and is <br />expected to generate $40 million in sales tax. The developer's cost is estimated at $60 <br />million. Roger Gress, Fargo, was also present in support of the project, citing economic <br />development and revitalization of downtown Fargo as important aspects. <br />MOT/ON, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to go on record that the <br />Cass County Commission supports the CityScapes Development project, <br />known as the Renaissance Center. On roll call vote, the motion carried <br />unanimously. <br /> <br />16. EMERGENCY MANAGEMENT, Distribution of Homeland Security arant funds <br />Dave Rogness, Emergency Management Coordinator, requested county commission <br />approval of the recommendations made by the Cass Fargo Emergency Management <br />oversight committee for allocation of the 2005 Homeland Security Grant Funds in the <br />amount of $1 ,051 ,330 and the 2005 Law Enforcement Terrorism Prevention Grant Funds in <br />the amount of $231,858. <br />
