<br />Commission Minutes--ApriI18, 2005 2888 <br /> <br />All Cass County emergency first responder organizations and communities were invited to <br />submit applications to help fund projects allowed under the federal guidelines for the use of <br />these funds, according to Mr. Rogness. <br />MOT/ON, passed <br />Mr. Bennett moved and Mr. Wagner seconded to approve the <br />recommendations for allocation of 2005 Homeland Security and 2005 <br />Law Enforcement Terrorism Prevention grant funds, as submitted by <br />Dave Rogness on behalf of the Cass Fargo Emergency Management <br />Board. On roll call vote, the motion carried unanimously. <br /> <br />17. RESOLUTION ON SALE OF ALCOHOLIC BEVERAGES, Ordinance to be drafted <br />Mr. Burdick provided information at this time on county licensing procedures and a draft <br />ordinance establishing rules and regulations for the sale and distribution of alcoholic <br />beverages in Cass County, outside of incorporated cities. At present, the county's process <br />does not distinguish between liquor and wine, which has an annual license fee of $900 for <br />on and off sale. The sale of beer only is in a separate category, with an annual license fee <br />of $100. A Cass County resident who makes and sells wine on a seasonal basis has <br />inquired about a license classification for the sale of wine, similar to the license fee for beer. <br /> <br />Mr. Burdick suggested that the commission consider adopting a resolution that would modify <br />the existing procedure and have first reading today. He said the resolution is much like an <br />ordinance and would require two readings, according to Cass County's home rule charter. <br />The modification at this time would change the fee schedule to state alcoholic beverages, <br />instead of using the word liquor; and adding wine with the category for beer. Also, he said a <br />reference to domestic wine licensure in State statutes will be reviewed further. <br />MOT/ON, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve first reading of <br />a resolution to modify county policy on alcoholic beverage licenses as <br />outlined; and that the State's Attorney begin the process of drafting a <br />more detailed ordinance relating to county licensing of alcoholic <br />beverage dealers. On roll call vote, the motion carried unanimously. <br /> <br />18. VOUCHERS, Approved <br />MOT/ON, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve Voucher No. <br />196,431 through No. 196,823. On roll call vote, the motion carried <br />unanimously. <br /> <br />19. COMMITTEE REPORTS <br />Mr. Burdick said he is also working on a possible ordinance regarding burning permits and <br />may need to contact the Attorney General before proceeding. Mr. Montplaisir reported on <br />City of Fargo capital improvement projects for roads and bike paths over the next few years. <br />Mrs. Johnson updated the board on various items. Mr. Wagner and Mr. Pawluk met with <br />Stanley Township officials regarding the Forest River bow hunting topic, and Mr. Wagner <br />will schedule this item on a future commission agenda. Mr. Bennett asked Mrs. Johnson to <br />contact the Information Technology Department to inquire as to the necessity for upgrading <br />commission software so frequently. <br />
