<br />Commission Minutes--November 6,2000 2214 <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to authorize the <br />Commission Chairman to sign a letter to the North Dakota Division of <br />Emergency Management requesting the Hazard Mitigation Grant funds <br />for the south side protection project be transferred to the City of <br />Fargo. On roll call vote, motion carried unanimously. <br /> <br />10. RESOLUTION #2000-12, MetroDolitan Council of Governments Bikeway Plan <br />As Cass County's representative on the Fargo-Moorhead Metropolitan Council of Governments <br />(Metro COG), Mr. Wieland encouraged the board to adopt the Bicycle and Pedestrian Plan <br />according to the resolution presented today as it pertains to Cass County. Mr. Koenig said the <br />bikeway plan was approved by the Cass County Planning Commission last week for forwarding <br />to the County Commission. Lynn Kiesow, Metro COG, took a few minutes to talk about the <br />hand-out and maps provided to Commissioners. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to authorize the <br />chairman to sign resolution #2000-12 adopting the 2000 Metropolitan <br />Bicycle and Pedestrian Plan as presented by the Fargo-Moorhead <br />Metropolitan Council of Governments. On roll call vote, motion <br />carried unanimously. <br /> <br />11. JOINT DISPATCH/911, Contract with City of Fargo <br />Glenn Ellingsberg, Sheriff's Department, said discussions with the City of Fargo have been <br />completed, and an agreement was reached on a joint dispatch contract between the two <br />agencies. He brought it to the board's attention that the contract does not contain a termination <br />date, and Mr. Wieland said the suggested motion indicates the contract is for the year 2001. <br /> <br />Commissioners discussed including the length of the contract term. Assistant State's Attorney, <br />Mark Boening, was present representing the State's Attorney, Birch Burdick. Mr. Boening said <br />language could be added that the contract is for a term of one year beginning January 1, 2001, <br />and may also include language for continuation beyond that date, as well as language for <br />cancellation of the contract by either party. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to authorize the <br />chairman to sign the 911/dispatch service contract with the City of <br />Fargo at a cost of $120,000 for the period beginning January 1, 2001, <br />and ending December 31, 2001. Discussion: Mr. Ellingsberg <br />suggested including the length of term in the contract language <br />because he believes the respective parties understand the contract <br />would be for one-year and would be reviewed by all parties at the end <br />of that time. On roll call vote, motion carried unanimously. <br /> <br />12. COURT COMPUTER SOFTWARE, Letter to Supreme Court Justices <br />A lengthy discussion was held concerning a study regarding integration of the Supreme Court <br />computer system (UCIS) and the Cass County computer system (PCSS) court software <br />packages. County departments, including the Clerk of Court, Sheriff, Information Services and <br />State's Attorney, anticipated providing their input before a decision was made on which system <br />
