<br />Commission Minutes--November 6, 2000 2213 <br /> <br />Blue Cross Blue Shield of North Dakota--employee health insurance coverage; <br />Fargo Cass Public Health--provision of public health and correctional health services; <br />North Dakota Highway Patrol contract for FY 2000, Traffic Safety Grant. <br /> <br />7. TAX-FORFEITED PROPERTY, Hearing on aDpraisal <br />County Auditor Michael Montplaisir said this is the date and time advertised for a hearing on the <br />appraisal of tax-forfeited property. He provided a copy of the newspaper publication of the <br />Notice of Sale of Real Estate Forfeited to the County for Delinquent Taxes, which will be held <br />at 10:00 AM on November 21, 2000, in the County Auditor's Office. <br /> <br />Chairman Meyer opened the public hearing and invited comments from anyone wishing to <br />address the board on the notice sent to townships and cities. No one asked to speak at this <br />time, and the chairman declared the public hearing closed. <br /> <br />8. ABATEMENT HEARING, Hall Properties. LLP <br />Francis Klein, Director of Tax Equalization, presented a written report on his investigation of the <br />Application for Abatement and Settlement of Taxes submitted by Hall Properties, LLP. The <br />applicants are requesting a reduction in the valuation of their horse boarding/training facility <br />located in Stanley Township for the year 1999. After completing his inspection and review of <br />the property, Mr. Klein recommends setting the valuation at $585,000, plus $22,500 for <br />approximately 40 acres of agricultural land. <br /> <br />Hall Properties, LLP was represented at today's meeting by Attorney Richard Anderson. Also <br />present was Perry Ronning, Clerk of the Stanley Township Board of Supervisors. <br /> <br />Mr. Koenig asked Mr. Anderson about this property being in the floodway, and Mr. Anderson <br />said that factor was excluded when the Hall property was appraised at $520,000 in January, <br />2000. However, he indicated that the figure proposed today by Mr. Klein is acceptable. The <br />Stanley Township Board recommended a partial reduction in valuation, and Mr. Meyer said they <br />are also in agreement with the Tax Director's findings. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded that Abatement #4165 <br />be reduced to $607,500 for the year 1999, as recommended by the <br />County Director of Tax Equalization. On roll call vote, motion carried <br />unanimously. <br /> <br />9. FLOOD MITIGATION, South side protection proiect transferred to City of Fargo <br />Mrs. Quick said the Cass County Flood Master Plan Committee was formed as a result of the <br />1997 spring flood, and the Board of County Commissioners accepted the flood mitigation plan <br />development, emergency flood protection plans and highway improvement recommendations <br />presented by Moore Engineering, Inc. dated February, 2000. Part of that plan was a south side <br />flood protection project that would divert overland flood water and an outlet control structure at <br />Rose Coulee to prevent the Red River from backing into the coulee. <br /> <br />Cass County received a letter from the North Dakota Division of Emergency Management <br />indicating the deadline is approaching for committing $9 million in Hazard Mitigation Grant <br />Funds, and the county believes the City of Fargo would be in a better position to take the lead <br />agency role. <br />
