<br />Commission Minutes-October 16, 2000 2210 <br /> <br />prior to the application deadline of October 27,2000. Grant funds for 2001 have already been <br />designated for this project. Since the next regularly scheduled County Commission meeting is <br />November 6,2000, which is after the deadline for submitting an application, Mrs. Quick and Mrs. <br />Schneider favored supporting the grant application contingent upon 60% approval from the <br />affected property owners. <br /> <br />Mr. Wieland questioned taking any action on the proposed Horace bikeway project until the <br />completion of a County Highway 17 corridor study to be conducted next year by the <br />Metropolitan Council of Governments. Mr. Koenig said this study will probably take the majority <br />of next year to complete, and he is concerned about applying for the second year of grant funds <br />if the project is not done. <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to authorize the <br />Commission Chairman to sign a grant application for year 2002 <br />Transportation Enhancement Funding for construction of a bikeway <br />adjacent to Cass County Highway 17 north of Horace. The approval <br />is contingent upon receiving a petition prior to October 27, 2000 <br />signed by at least 60% of the landowners in the proposed assessment <br />district requesting that the improvements be completed. Discussion: <br />Mr. Wieland asked about getting two years of grant funds for this <br />project, and Mr. Berndt said it would be a possibility. He said the <br />State would likely need a commitment that the project will be done in <br />2002 before they would agree to extend the 2001 grant funds. Mr. <br />Koenig said the County Road Advisory Committee discussed funding <br />for the bikeway project, however, the County Commission has not <br />approved cost participation. At the call for the question and on roll <br />call vote, the motion carried with three members voting "Aye"; Mr. <br />Wieland and Mr. Koenig opposing. <br /> <br />15. VOUCHERS, Aporoved <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to approve Voucher No. <br />144,994 through No. 145,522 with the exception of No. 145,441, which <br />Mr. Wieland will investigate further before payment is made. On roll <br />call vote, motion carried unanimously. <br /> <br />16. COUNTY COMMISSIONERSIWEST FARGO CITY COMMISSIONERS UPCOMING MEETING; <br />JAIL SECURITY DEMONSTRATION; JAIL INMATE FEE POLICY; NDACO CONVENTIONI <br />LEADERSHIP FROM CASS COUNTY; NDACO OFFICE BUILDING, Committee reoorts <br />Joint Dispatch and GIS are two of the items submitted thus far to Bonnie Johnson, County <br />Coordinator, forthe agenda of a meeting between Cass County Commissioners and West Fargo <br />City Commissioners. The joint meeting, being hosted by the Cass County Commission, is <br />scheduled for October 23, 2000, at 11 :30 AM at the Fargo Holiday Inn. <br /> <br />Mrs. Johnson invited Commissioners to attend a demonstration on security for the new jail, <br />which will be held in the Commission Room beginning at 9:30 AM on October 24, 2000. <br />
