<br />Commission Minutes-October 16, 2000 2209 <br /> <br />12. TAX FORFEITED PROPERTY, Aooraisal/hearin9 date set <br />Michael Montplaisir, County Auditor, provided a list of real estate forfeited to Cass County for <br />delinquent taxes, pursuant to North Dakota Century Code Chapter 57-28. Alternative values <br />on some of the properties were provided by Frank Klein, County Director of Tax Equalization, <br />according to a letter from the county auditor dated October 4, 2000. <br /> <br />Two parcels in Buffalo are the site of the former Buffalo school building, and Mr. Wieland <br />suggested removing those parcels from the sale list and continuing discussions with the Buffalo <br />School District and Buffalo City officials concerning the future of this property. The building has <br />been condemned, there is concern about asbestos removal, and there are two underground fuel <br />tanks on this property. One other property at Leonard was removed from the sale list as the <br />taxes have been paid since the date of Mr. Montplaisir's correspondence. <br />MOT/ON, passed <br />Mr. Wieland moved and Mrs. Quick seconded to set the minimum <br />sales price of the forfeited parcels, excluding the former Buffalo <br />school property, according to a list provided by the county auditor, <br />after adjusting for information provided by the Director of <br />Equalization; and to set the hearing date on the value of property as <br />3:30 PM on November 6, 2000. On roll call vote, motion carried <br />unanimously. <br /> <br />Mr. Wieland suggested that the Chairman appoint a committee to meet with school and city <br />officials from Buffalo concerning the former school property. Mr. Meyer will contact the county <br />auditor for assistance in establishing the committee and a future meeting date. <br /> <br />13. JOINT DISPATCH, Funding aooroved for Phase I planning <br />Bonnie Johnson asked to add this item to today's agenda after a meeting on October 11, 2000, <br />with officials from the cities of Fargo, Moorhead and West Fargo, Cass and Clay Counties to <br />continue the dialogue concerning a metropolitan communications center. The group will <br />reconvene on November 1, 2000, and each entity was asked to provide feedback from their <br />respective political subdivision on a proposal received from Lesmeister and Associates, <br />technology consultants familiar with evaluation and planning of shared dispatch operations. <br />Fees for Phase I are estimated at $55,000, and Cass County's share would be $5,500 based <br />upon the cost-share formula used by the Fargo-Moorhead Metropolitan Council of Governments <br />(Metro COG), who may act as a facilitator for the project. <br />MOT/ON, passed <br />Mrs. Quick moved and Mrs. Schneider seconded to approve Cass <br />County's share of the Phase I planning process for a metropolitan <br />dispatch center in the amount of $5,500, to be paid from the 911 <br />revenue account; and to ask Metro COG to review the scope of work <br />presented by the technology consultants for consideration as a <br />special project on behalf of each political entity. On roll call vote, <br />motion carried unanimously. <br /> <br />14. ROAD DEPARTMENT, County Highway 17 bikeway grant <br />Keith Berndt, County Engineer, asked to add this item to today's agenda after being contacted <br />again by citizens promoting the County Highway 17 bikeway project. Cass County is being <br />asked to sponsor a 2002 grant application if the citizens produce a petition with 60% support <br />
