He said the equipment would have <br />a high re-sale value to other entities should it become necessary for Cass County to sell it later. <br />MOT/ON, passed <br />Mr. Koenig moved and Mrs. Schneider seconded to authorize the Cass <br />County Sheriff to enter into an agreement with Motorola, Inc. for <br />providing radio equipment to the County. On roll call vote, motion <br />carried unanimously. <br /> <br />14. SHERIFF'S DEPARTMENT, HazMat contract uodate <br />Mr. Ellingsberg next updated the Commission on a proposed contract for handling hazardous <br />materials. He said it appears the State of Minnesota will not allow local fire departments to <br />contract with others outside of the State for use of State-owned property, however, the Fargo <br />and Moorhead Fire Departments are still interested in contracting with Cass County for <br />emergency response. <br /> <br />Birch Burdick, State's Attorney, referred to Cass County's Home Rule Charter language <br />concerning intergovernmental agreements, and he intends to visit with the Fargo and Moorhead <br />City Attorneys to find out their concerns in the next couple of weeks. Mrs. Quick asked if this <br />contract would be for 2000 or 2001, and Mr. Ellingsberg said it would be effective January 1, <br />2001. Commissioners scheduled the contract on the agenda forthe second meeting in October. <br /> <br />15. JAil COMMITTEE, Report on existing iail buildinglsite <br />Mr. Meyer reported that the county committee appointed by this Board about six weeks ago to <br />recommend a plan for future uses of the Cass County jail site held a meeting last week to begin <br />their review. Bonnie Johnson, County Coordinator, referred to her memorandum dated <br />September 8, 2000, addressed to County Commissioners stating that committee members <br />agreed several professional contacts should be made to address the scope of work outlined for <br />the group. <br />MOT/ON, passed <br />Mrs. Schneider moved and Mr. Wieland seconded that the Board of <br />County Commissioners continue the jail planning process by <br />contacting Mr. Walt Bailey at the State Historical Society for the <br />purpose of beginning the assessment process; and further, that the <br />county retain the services of Mr. Jim Heyer to obtain a structural <br />analysis to assist in determining any adaptive re-use that may exist <br />in the current jail buildings, with a cost not to exceed $2,500; and that <br />the county retain the architectural services of Foss Associates for the <br />development of schematic designs based on the needs identified by <br />the county, at a cost not to exceed $10,000.00. On roll call vote, <br />motion carried unanimously. <br /> <br />16. SALE OF lOT, lake Shure Estates. lot 16 <br />County Auditor Michael Montplaisir asked to add sale of Lot 16, Lake Shure Estates, to today's <br />agenda, and he provided a purchase agreement prepared by Darlene Feil of Edina Realty, Inc. <br />between Cass County, North Dakota, and John C. and Amy J. Lamb. Cass County acquired <br />this property in 1998 for non-payment of taxes, and Mr. Montplaisir said no offers have been <br />made to purchase it at the minimum sale price of the unpaid taxes, in the amount of $10,000, <br />
