Mr. Burdick said he had some concerns about liability <br />language in the contract that was submitted. After subsequent <br />discussions with the county's insurance agency and the Fargo City <br />Attorney, the terms on the liability will remain the same as stated in <br />the December contract. Mr. Koenig said the Commission approved <br />$90,000 in this year's budget and a contract should have been signed <br />for that amount. He said a contract must be signed for 2001 for <br />whatever amount is approved in the new budget. He said not having <br />a signed contract is a two-way street and faulted both the county and <br />Fargo Cass Public Health. Mrs. Quick said Ms. Hermann called <br />numerous times to inquire about getting the contract signed. The <br />services were provided to the county, and Mrs. Quick believes the <br />county owes the money. At the call for the question and on roll call <br />vote, the motion carried unanimously. <br /> <br />MOTION, passed <br />Mrs. Quick moved and Mr. Koenig seconded to authorize the chairman <br />to sign the 2000 contract with Fargo Cass Public Health to provide <br />public health services for Cass County, and to amend the Sheriff' <br />Department budget from $90,208 to $111,545 for jail nursing services. <br />On roll call vote, motion carried unanimously. <br /> <br />12. SHERIFF'S DEPARTMENT, Public hearing on law Enforcement Block Grant funds <br />A public hearing was advertised for this date, time and place on the expenditure of 1999 and <br />2000 Law Enforcement Block Grant Funds received from the Federal Government. Sheriff Don <br />Rudnick and Captain Glenn Ellingsberg were present at this time. Mr. Meyer invited comments <br />from the public. No one from the audience asked to address the board at this time, and Mr. <br />Meyer declared the public hearing closed. <br /> <br />Mr. Ellingsberg said the 2000 funds totaling $23,736 and the 2001 funds totaling $16,476 will <br />be utilized for the purchase of law enforcement equipment. <br /> <br />13. SHERIFF'S DEPARTMENT, Radio equipment ourchase <br />Mr. Ellingsberg reported that one proposal was received from Motorola, Inc. for a total of <br />$228,808 to provide mobile and other related radios for the Sheriff's Department. He said <br />$200,000 was set aside in the 2000 budget, and the balance would be paid from block grant <br />funds previously discussed. <br /> <br />Mrs. Quick asked if this dollar amount is close to what was anticipated to be spent for radio <br />equipment, and Mr. Ellingsberg said he estimated a cost of $200,000 a year ago, without the <br />portable radios. Motorola's proposal for portable radios is $26,830 so the total cost is very <br />close to the estimate. The proposal for light control modules at $8,415 may be revised, or may <br />not be ordered at this time, according to Mr. Ellingsberg. <br /> <br />Mr. Wieland asked if this new equipment will be compatible if a regional communications center <br />does become a reality. Mr. Ellingsberg said that will depend upon what type of equipment is <br />chosen for the joint communications center, however, he said the Sheriff's Department does not <br />
