<br />Commission Minutes--August 21, 2000 2180 <br /> <br />5) Endorse Southeast Cass Water Resource District or the County Commission to act as <br />sponsors for unincorporated housing developments which want to apply for federal <br />grants or state grants to protect against flooding; <br />6) Adopt the Emergency Measures Subcommittee recommendations dated April 5, 2000; <br />and <br />7) Construct Stanley Township and South Fargo Protection Project. The committee <br />recommends construction of a project to protect rural areas south of Fargo and South <br />Fargo supporting either option #1 or #5 from the Moore Engineering Report, with option <br />#1 being the preferred option. Either option should be constructed in conjunction with <br />a closure structure at Rose Coulee. <br /> <br />Mrs. Quick said it is important to recognize the work done by committee members and by the <br />consultant, and she asked that the County Commission accept the final report as submitted; and <br />that the Commission meet with the Southeast Cass Water Resource District before making any <br />commitments because the county is not in a position to adopt any specific project. <br /> <br />Mr. Wieland said he agrees with the recommendations in the final report, with the exception of <br />the dike option. He does not believe the county should be involved in building large-scale <br />dikes. Mrs. Quick said she is requesting acceptance of the report prepared by the consultant <br />and not suggesting adoption of any of the recommendations. <br /> <br />Mr. Meyer agreed with Mr. Wieland and said Commissioners received well over 100 letters from <br />citizens opposing the dike option as a flood control measure. <br /> <br />Mrs. Schneider favors acceptance of the report in recognition of the time and effort spent and <br />the pro-active approach of committee members to flood control measures. She advocated <br />future discussion by the Board on diking concerns before any decisions are made to proceed. <br /> <br />Mr. Koenig is also concerned about the dike issue and its effect on a large number of people. <br /> <br />Mrs. Quick said accepting the report does not mean building the dike. She said the Southeast <br />Cass Water Resource District is the governmental entity that may pursue the dike option, <br />however, funding would be an issue that would have to be resolved before anything could move <br />forward. She said the county board could adopt some of the recommendations, such as <br />standardized flood plain management and greenways adjacent to the rivers, for example. <br /> <br />Mr. Berndt concurred with Mrs. Quick that he does not intend for the Board to make a decision <br />on specific projects at this time. Mr. Wieland said he does not have a problem with proceeding <br />on that basis. <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to accept the Cass <br />County Flood Master Plan Committee Report and schedule future <br />meeting with Southeast Cass Water Resource Board to discuss the <br />report recommendations. On roll call vote, motion carried <br />unanimously. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to send a letter of <br />appreciation to the members of the Flood Master Planning Committee <br />for serving in that capacity. Motion carried unanimously. <br />
