<br />Commission Minutes--August 21, 2000 2181 <br /> <br />17. PERSONNEL POLICY AMENDMENT DELAYED, Workplace Substance Abuse Policy <br />Mr. Wieland asked to move this item to the regular agenda for discussion. Bonnie Johnson, <br />County Coordinator, said she sent a draft policy entitled "Workplace Substance Abuse Policy" <br />to members of the County's Personnel Overview Committee for informal approval before placing <br />the item on the County Commission agenda for adoption of such a policy. She said this policy <br />is required for an additional 3% risk management discount on the worker's compensation <br />premium. <br /> <br />Prior to today's meeting, Mrs. Johnson received responses from nine committee members <br />favoring the proposed policy, however, one person did not approve it and one suggested some <br />revised policy language. Birch Burdick, State's Attorney, said he favors implementing such a <br />policy but is suggesting some language changes. The board asked him to draft a revised policy <br />by September 11 th for the September 18th Commission meeting. Mr. Burdick said he will revise <br />the policy and provide a copy to the Personnel Overview Committee members. <br /> <br />18. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Quick moved and Mr. Wieland seconded to approve Vouchers <br />No. 143,100 through No. 143,692. On roll call vote, motion carried <br />unanimously. <br /> <br />19. MEETING UPDATES; DEVILS LAKE INFORMATIONAL MEETING, Committee reports <br />Commissioners and staff reported on meetings they have attended in the past two weeks, as <br />well as upcoming meetings. <br /> <br />A letter was received from Governor Edward Schafer inviting commissioners to attend an <br />informational meeting at 1 :00 PM on August 23, 2000, at the West Fargo VFW concerning the <br />status of Devils Lake and current flood relief efforts. <br /> <br />20. CORRESPONDENCE, Received and filed <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to receive and file <br />additional letters from Cass County residents opposing the dike <br />option as a flood control measure. Motion carried. <br /> <br />21.
