<br />Commission Minutes--August 7,2000 2164 <br /> <br />Mrs. Schneider said the Road Advisory Committee spent a lot of time on this issue at the <br />meeting on July 19, and those voting in favor of the third alternative offered by Mr. Berndt said <br />they were prepared to support that decision. The vote was 8-1 in favor of a cul-de-sac, and she <br />is willing to stand on that decision. <br />MOTION, failed <br />Mrs. Schneider moved to uphold the Road Advisory Committee's <br />action on July 19, 2000, to approve a cul-de-sac at Chrisan Way with <br />no access being provided, and thus eliminating the need for a <br />frontage road. The Chairman called for a second to the motion, and <br />hearing none, declared the motion failed for lack of a second. <br /> <br />Mr. Wieland said he supported the idea of a cul-de-sac at the Road Advisory meeting and <br />acknowledged that the board may come back to affirming that decision, however, he feels he <br />has other information at this time to warrant a further review. Mr. Muscha said this group was <br />not aware that the cul-de-sac option was being favored or they would have attended the Road <br />Advisory meeting. <br /> <br />In closing the discussion on this topic today, Mr. Meyer suggested that Keith Berndt meet with <br />a designated representative of Chrisan Subdivision to review the options again. Mr. Berndt will <br />be back in the office on Wednesday. Mr. Muscha suggested including a representative of <br />Stanley Township in further discussions also, and this was agreeable with the board. <br /> <br />13. CLERK OF DISTRICT COURT, Non-iudicial duties reassigned <br />Commissioners received a letter signed by County Auditor Michael Montplaisir, County <br />Treasurer Charlotte Sandvik, and Clerk of Court Dorothy Howard concerning the transfer of <br />non-judicial duties of the Clerk of District Court under House Bill 1275, effective January 1, <br />2001. Under State law, the duties of the clerk's office would transfer to the Register of Deeds <br />Office unless the board of commissioners designates a different official. <br /> <br />In Cass County's situation, additional staff would be needed, as well as additional space, if the <br />duties were transferred to the Register of Deeds Office. Therefore, all three of these department <br />heads recommend moving the duties to the County Treasurer's Office, with the exception of <br />filing military discharge papers. Those duties would be transferred to the Veteran's Service <br />Office under the proposed plan. The rest of the duties can be assumed by the County <br />Treasurer's Office without increasing staff or space. Mr. Montplaisir has talked to Deanna <br />Kensrud, Register of Deeds, about today's proposed action, and she is in agreement because <br />of staffing and space concerns. <br /> <br />Ms. Sandvik said this action is agreeable with her, provided the County Auditor's Office will <br />assist her department during the busy tax collection months. Also, the Treasurer's Office may <br />not be able to assist other county offices during the non-tax collection months, as they have <br />done in the past, because of these additional duties from the clerk's office. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to reassign the non- <br />judicial duties of the Clerk of District Court to the County Treasurer's <br />Office with the exception of military discharge papers, which will be <br />assigned to the Veterans Service Office.
