JAIUSHERIFF'S RESIDENCE, Committee to study future use of current facility
Bonnie Johnson, County Coordinator, outlined a plan for beginning the process of deciding the
future of the old county jail and attached sheriffs residence. In addition to appointing a
committee, she said some of the first steps would be identifying the county's needs in terms of
mechanical equipment, the maintenance shop, holding cells, meeting rooms, office expansion,
covered parking for squad cars and motor pool cars, security gates, telephone switch, and the
tunnel. She also suggested completing an engineering study to determine the feasibility of
adaptive re-use and reviewing the status of the buildings with the State Historical Society.
MOTION, passed
Mrs. Schneider moved and Mr. Wieland seconded to begin the
planning process concerning the present county jail and adjoining
sheriff's residence by appointing a committee consisting of the
following members: On roll call vote, motion carried unanimously.

Sheriff Don Rudnick-Law Enforcement
Bob Holmbeck-Information Services
Michael Montplaisir-Financial
Bonnie Johnson-Buildings & Grounds
John Meyer-County Commission

12. CHRISAN ESTATES, Petitions concerning access
James Ebsen, spokesman, and eight other residents of Chrisan Subdivision in Stanley
Township, appeared before the board concerning access to Highway 81, which is being
reconstructed. The group opposed the action taken by the County Road Advisory Committee
at a meeting held July 17, 2000, to construct a cul-de-sac with no access being provided and
eliminating the need for a frontage road. This action was recommended by County Engineer
Keith Berndt as a third alternative because residents of the subdivision opposed two other
options in a survey conducted by Mr. Berndt in May.

Since Mr. Berndt was out of town, Rich Sieg from the Cass County Highway Department and
Richard Gunderson, Houston Engineering, were present at this meeting. The county contracted
with Houston Engineering for the Highway 81 reconstruction project.

In addition to a lengthy discussion with residents who were present today, the county received
petitions from a number of people residing in Chrisan Subdivision expressing concern about the
proposed elimination of the south entrance into the subdivision for various reasons, including
the remaining entrance to the north being blocked by blowing snow in the winter. Vern Muscha,
Stanley Township Supervisor, was present and said the township is not in favor of cul-de-sacs.

Mrs. Quick said it does not appear that a solution will be reached today, and she suggested that
a representative of Chrisan Subdivision meet with county staff on a design that would be more
agreeable to both sides. The Stanley Township Board of Supervisors is meeting tomorrow
evening, and this topic will be discussed. One or two Commissioners will try to attend that
meeting, which will be held at 8:00 PM at the Horace Fire Hall, Horace, North Dakota.
