<br />Commission Minutes--August 7,2000 2161 <br /> <br />dispatch services. Leadership entails the creation of a Planning and Implementation <br />Committee to prepare and present a detailed operational and implementation plan for <br />such a Regional Center to the County Commission by July 31,2001. <br /> <br />We further recommend that, in the meantime (January 1,2001 to December 31,2001), <br />the county contract with the Fargo Police Departmentto provide 911/emergencydispatch <br />services for Cass County. " <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Quick seconded to award a contract <br />for 911 and dispatch services for the year 2001 to the City of Fargo. <br />Discussion: Mr. Wieland said he hoped to receive recommendations <br />from other agencies involved in emergency services. Only one letter <br />was received, and that was from Cass County Fire and Rescue <br />Association, favoring a contract with the City of West Fargo. Also, <br />Mr. Wieland noted that Fargo's proposal was $35,000 higher than <br />West Fargo's but he will not oppose the motion since it is for one <br />year. Mrs. Quick said she did not receive anything in writing from the <br />rural ambulance services but is aware that they are concerned with <br />transitions and preferred to stay with Fargo at this time. They also <br />favor a regional facility, she said. On roll call vote, motion carried <br />unanimously. <br /> <br />10. JAIL PROJECT, Sales tax and budget update <br />Michael Montplaisir, County Auditor, submitted written information dated July 28, 2000, <br />concerning the jail construction fund. He said the sales tax has generated a total of <br />$4,042,573.98 since last October 1, when the tax collection began. If projections continue at <br />the same rate, the sales tax could be discontinued after the first quarter of 2003, according to <br />Mr. Montplaisir, or as early as the end of the fourth quarter in 2002 if collections average about <br />$600,000 per month. <br /> <br />Jeannette Stanton, Fargo, commented on the project and received a copy of Mr. Montplaisir's <br />report to the Commission. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to approve the jail <br />project budget as outlined in Exhibit 4 of the County Auditor's report <br />dated July 28, 2000, as follows.
