Dark and school district elections <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to allow the City of <br />Fargo to put a Home Rule Charter amendment on the general election <br />ballot, and support combining of the City of Fargo, Fargo Park District <br />and Fargo School District elections with the county primary election. <br />On roll call vote, motion carried unanimously. <br /> <br />7. PERMIT FOR SPECIAL EVENT, Aporoved for West Fargo VFW <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve special <br />event permit for the West Fargo VFW to dispense alcoholic beverages <br />for a wedding dance at Bonanzaville, U.S.A. in West Fargo, North <br />Dakota, on the date of August 26, 2000. On roll call vote, motion <br />carried unanimously. <br /> <br />8. CONTRACT APPROVAL, Corey Whitchurch: State Water Commission <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve the <br />following contracts submitted by respective department head and <br />portfolio commissioner, subject to state's attorney approval; and <br />authorize the chairman to sign: On roll call vote, motion carried <br />unanimously. <br /> <br />Corey Whitchurch for Courthouse lunch counter operation; <br />State Water Commission for additional funding of flood buyout properties. <br /> <br />9. JOINT DISPATCH/911 CONTRACT, Awarded to City of Fargo for 2001 <br />Mr. Meyer said a decision on contracting for 911 and dispatch services was delayed from the <br />June 19, 2000, County Commission meeting in order to allow the Local Governance Advisory <br />Committee an opportunity to review the topic since they are studying ways to encourage <br />combining services among area local governments. <br /> <br />David Martin, Chairman ofthe Local Governance Advisory Committee, was present, along with <br />committee members Wayne McKelvey and Charlotte Sandvik. Mr. Martin said his group <br />believes either Fargo or West Fargo could provide dispatch services, however, in order to <br />minimize transitions, they are recommending a one-year contract with the City of Fargo for 911 <br />and dispatch services beginning January 1, 2001. They are also advocating that the county <br />take a long-term view of dispatch and, in the spirit of cooperation, encourage area governmental <br />entities to work toward the goal of a regional communications center. <br /> <br />Mr. Meyer read the following resolution unanimously adopted by the Local Governance Advisory <br />Committee at a meeting held August 2, 2000: <br /> <br />"We hereby recommend that on behalf of the public safety needs of all Cass County <br />residents, the Board of Cass County Commissioners assume a leadership role in the <br />creation of a "Regional Public Safety Communications Center", through which all Law <br />Enforcement, Fire and Rescue and Emergency Medical Service providers would receive <br />
