<br />Commission Minutes-July 17, 2000 2155 <br /> <br />Mr. Syverson was also concerned that the property has one access on County Road 20 and <br />may require an additional access on the township road which is adjacent to the property. He <br />questioned where the funds would come from to pay for any road improvements. He suggested <br />the county reimburse the township for additional costs incurred and said he feels it is unfair to <br />place a tax burden on townships in situations like this one. <br /> <br />Mr. Mike Hofer from Global Electric MotorCars said their company is expanding quickly and <br />wants to keep their facility in the Fargo area. The company would be willing to help the <br />townships with additional costs that may be incurred. <br /> <br />Mrs. Quick is sympathetic to the issues of the townships and proposes a three or four-year <br />exemption as a compromise. Mr. Wieland said the issue of the $474 could be easily solved <br />since the company is willing to help with costs and the road issue is the township's responsibility <br />since it is a township road. Mr. Syverson said he hopes that anything above the average cost <br />of maintaining the roads be addressed. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to approve property tax <br />exemption for Global Electric MotorCars, LLC of 3601 7th Avenue NW, <br />Fargo, North Dakota, according to the five-year exemption schedule <br />in the Cass County Commission Policy Manual, Tax Incentive Policy, <br />Section 34.00. On roll call vote, motion carried with three members <br />voting "Aye", Mrs. Quick and Mrs. Schneider voting "No". <br /> <br />10. FLOOD BUYOUTS, Opportunity for additional funding for buyout of flood prone property <br />County Engineer Keith Berndt as well as FEMA and North Dakota State Water Commission <br />officials were present to discuss the opportunity for additional funding for buyouts of flood-prone <br />and repetitive loss properties in Cass County. Mr. Berndt said earlier this year the Commission <br />approved a contract with the State Water Commission to develop a strategy for non-structural <br />flood mitigation efforts including additional buyouts. <br /> <br />Mr. Jeff Klein from the North Dakota State Water Commission asked the Commission to <br />consider spending funds for flood damaged homes. He said their agency is looking at home <br />owners willing to sell and possibly move their structures. The structures involved are considered <br />high priority and they are looking at homes with a history of repeated flooding.
