CONTRACT APPROVAL, Houston Engineering <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to approve the <br />following contract submitted by respective department head and <br />portfolio commissioner, subject to state's attorney approval; and <br />authorize the chairman to sign. On roll call vote, motion carried <br />unanimously. <br /> <br />Houston Engineering--contract for Phase 2 aerial mapping and flood insurance restudy <br />work. <br /> <br />8. RESOLUTION #2000-9, Condolence to Ron Block family <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to adopt Resolution <br />#2000-9 as follows: On roll call vote, motion carried unanimously. <br /> <br />RESOLUTION #2000-9 <br /> <br />WHEREAS, Ron Block has served as County Commissioner for Bottineau County in excess of <br />22 years; and <br /> <br />WHEREAS, Ron Block was active on various state committees and was elected to serve as <br />President of the North Dakota County Commissioners Association effective for the year 2000; <br />and <br /> <br />WHEREAS, Ron Block dedicated many years to community service for all citizens of the State <br />of North Dakota; <br /> <br />THEREFORE, BE IT RESOLVED, That the Board of Commissioners of Cass County, North <br />Dakota, does hereby express its heartfelt condolences to the Ron Block family; <br /> <br />BE IT FURTHER RESOLVED, That this resolution be inscribed upon the permanent records of <br />the proceedings of the Board of County Commissioners and a copy forwarded to the family. <br /> <br />Dated at Fargo, North Dakota, this 17th day of July, 2000. <br /> <br />9. TAX EXEMPTION APPLICATION, Aporoved five-year exemption for Global Electric <br />MotorCars <br />Mr. Meyer asked if anyone representing Global Electric MotorCars was present. Mr. Neil Doty <br />and other representatives from Global Electric MotorCars were present to answer any questions <br />the Commission may have regarding their tax exemption application. <br /> <br />Mr. Meyer asked if anyone from the affected townships were present. John Syverson, Reed <br />Township Board of Supervisors and Woody Folstad, Harwood Township Board of Supervisors, <br />were present. Mr. Syverson addressed the Commission and had some concerns with the <br />application. He said if the Commission approves the application for five years, it will, in effect <br />force unfunded mandates on the township government. For example, a payment of $474 will <br />be required for fire protection for this business. <br />
