<br />Commission Minutes--June 19, 2000 2140 <br /> <br />Rick Hoganson and Bill Cowman, of Foss Associates, were present today, and Mr. Hoganson <br />said their firm was happy with the number of bidders who were interested in the project. He said <br />this has been a lengthy process so far and, in reality, is about half completed. <br /> <br />Commissioners received a tabulation of all bids submitted for the jail project from Mr. Hoganson, <br />and he proceeded to review each of the alternates for the general, mechanical and electrical <br />construction. Bids were received from eight general contractors, five mechanical contractors <br />and nine electrical contractors. <br /> <br />Based on the bids and alternates, Mr. Hoganson said construction-related costs for the new jail <br />are $16,843,200 and architectural and engineering fees (for programming through construction) <br />are $1,139,247 for a total project cost of $17,982,447. He suggested an additional construction <br />contingency of $300,000.00. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to award the following <br />bids for construction of the new Cass County Jail, as recommended <br />by the architect and county staff; in addition, that Foss Associates <br />notify contractors of the bids awarded today and to begin preparing <br />the necessary contracts and notices to proceed: On roll call vote, <br />motion carried unanimously. <br /> <br />General Contractor -- Meinecke-Johnson Company <br />Base Bid $10,180,000.00 <br />Add Alternate G-3 $ 128,000.00 (Acoustic Metal Deck) <br />Add Alternate G-5 $ 103,000.00 (Facebrick) <br /> <br />Mechanical Contractor -- Grant's Mechanical, Inc. <br />Base Bid $ 3,562,200.00 <br /> <br />Electrical Contractor -- Fritz Electric, Inc. <br />Base Bid $ 2,860,000.00 <br />Add Alternate E-3 $ 10,000.00 (Acoustic Metal Deck) <br /> <br />12. JOINT DISPATCH/911 SERVICE, ProDosals by Fargo and West Fargo <br />In planning the new jail, Bonnie Johnson said it was determined that dispatching calls is not an <br />appropriate jail function. She said there are a number of reasons for this, including making a <br />decision between taking a 911 call or handling a problem in the jail at the same time. The Fargo <br />Police Department's dispatch center currently handles the county's emergency calls, however, <br />the West Fargo Police Department is also interested in contracting for the service. Mrs. <br />Johnson said a decision needs to be made before budgets are finalized October 1st, <br /> <br />In a letter to Commissioners dated June 6, Glenn Ellingsberg, Cass County Sheriff's <br />Department, referred to a news release he sent to The Cass County Reporter in Casselton <br />asking for public comment addressed to the County Commission concerning the two proposals <br />being considered by the Board of Commissioners today. No responses were received. <br /> <br />Arland Rasmussen, West Fargo Chief of Police, gave a presentation and provided a written <br />proposal on the service they would provide for dispatching and 911 calls. Phil Roquette, from <br />the West Fargo dispatch center, was also present to answer any questions. <br />
