<br />Commission Minutes--June 19, 2000 2141 <br /> <br />Fargo Mayor Bruce Furness was present, along with Fargo City Coordinator Pat Zavoral and <br />Fargo Police Lieutenant Pete Mariner to give a PowerPoint presentation and a written proposal <br />for continuing to provide dispatch service. <br /> <br />After the presentations, Mr. Wieland said he would like to visit both of these facilities and talk <br />to county staff before making a decision. Also, Chairman Meyer met with the Local Governance <br />Advisory Committee on June 7, 2000, and he was asked to have this decision delayed until they <br />have an opportunity to review it in terms of encouraging cooperation among local units of <br />government. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to table a decision on <br />911/dispatch proposals until the first Commission meeting in August. <br />This will allow the Local Governance Advisory Committee to review <br />this matter. The County Commission will budget for the contracting <br />of dispatch services, in addition to the 911 contract, for the year 2001. <br />On roll call vote, motion carried unanimously. <br /> <br />13. JAIL TRANSITION PLAN, Update by Walt Willis <br />Walt Willis, Jail Captain, was present to update the Commission on the transition team efforts <br />since his last report on February 7, 2000. He asked Robert Holmbeck, County Information <br />Services Director, to be present today to discuss modifications to the management information <br />system for the jail. Mr. Holmbeck said the upgrades will be completed in the next 4-6 weeks, <br />and then his staff will begin the modifications. <br /> <br />Mr. Willis said the transition team has been collecting reference materials, such as policy and <br />procedures manuals from other jails, in-mate handbooks and orientation tapes, as well as a full <br />set of building plans from the architect. They have also toured other facilities and attended <br />seminars covering various topics relating to jail operations. Mr. Willis also said he submitted <br />an application for the HONI (How to Open New Institutions) Program, but has not received a <br />response from the National Institute of Corrections on that request. <br /> <br />14. TAX EXEMPTION REQUEST OF GLOBAL ELECTRIC MOTORCARS, Public hearing <br />A public hearing was advertised for this date and time on the Application for Property Tax <br />Incentives for New or Expanding Businesses submitted by Global Electric MotorCars, LLC of <br />Fargo, North Dakota, Neil Doty was present, representing the Board of Directors of Global <br />Electric MotorCars. The tax exemption request is for a 100% property tax exemption for 10 <br />years, due to the environmental nature of its product line, for the manufacturing, marketing and <br />distribution of low-speed, electric vehicles worldwide. <br /> <br />In accordance with North Dakota Century Code Chapter 40--57.1, John Syverson was present <br />representing the Reed Township Board of Supervisors and Dan Huffman was present <br />representing the Fargo Public School District as non-voting, ex officio members ofthe board for <br />purposes of negotiation and deliberation of the proposed property tax exemption. <br /> <br />Chairman Meyer opened the public hearing and invited comments at this time. Mr. Syverson, <br />member of the Reed Township Board of Supervisors, said a representative of Harwood <br />Township was present as well; and they wanted to remind the county that townships are at the <br />bottom of the tax revenue chain and will suffer from whatever exemptions the county allows. <br />Reed Township may come back to the county at some future date, he said, to request financial <br />
