<br />Commission Minutes--May 1,2000 2120 <br /> <br />will be prepared for each commissioner as change orders occur. If a <br />change order request from the architect exceeds $5,000, the County <br />Coordinator shall schedule the item to be reviewed at a board <br />meeting. On roll call vote, motion carried unanimously. <br /> <br />11. RESOLUTION #2000-7, Community Development Block Grant Sponsorship for Global <br />Electric MotorCars. LLC <br />Mr. Irv Rustad, Lake Agassiz Regional Council, and Mr. Neil Doty, Global Electric MotorCars, <br />LLC Director, were present. Mr. Rustad discussed the Request for Sponsorship of Application <br />to Governor's Set-Aside of Community Development Block Grant Funds on behalf of Global <br />Electric MotorCars. He said the purpose of the application is to provide a grant for $700,000 <br />to be used as an equity contribution for the construction of a new 90,000 square foot building. <br />The structure will be located north of Hector International Airport and County Road 20, west of <br />the Can-Am Trucking site. <br /> <br />Cass County's role would be to act as the sponsoring entity by authorizing the application, <br />signing application documents and administering the grant; to act as a pass-through agency for <br />the funds; and to retain grant files for three years after the project is closed out. He said the <br />cost to the county would be publishing notices for two public hearings and time spent by county <br />staff reviewing grant-related documents. <br /> <br />Mr. Doty discussed the company's growth rate and the need for additional space at a larger <br />facility. Mrs. Quick asked if the facility is already built, and he responded that it is not under <br />construction yet. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to adopt Resolution <br />#2000-7 sponsoring the project entitled Global Electric MotorCars, <br />LLC Expansion to be conducted during the period of June 1, 2000 <br />through May 31, 2002. On roll call vote, motion carried unanimously. <br /> <br />12. ELECTION EQUIPMENT, Auditor to purchase ballot scanner <br />Mr. Montplaisir said he has delayed purchasing new election equipment to see what technology <br />would bring. However, the city election last month showed problems with our present election <br />equipment, which was purchased in cooperation with the City of Fargo. <br /> <br />Currently, the election equipment consists of three ES&S model 315 scanners and one ES&S <br />model 550 scanner. Of the three 315 scanners, two were purchased in 1984 and one in 1990. <br />The 550 scannerwas purchased in 1994. One ofthe 315 models did not operate during the city <br />election last month. Mr. Montplaisir said the City of Fargo has agreed to pay one-half of the <br />cost of a new 550 model. The purchase price for a new scanner is $54,750 and with trade-in <br />of the two older models, the price would be $32,500, or $16,250 for each of the two entities. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to authorize the <br />County Auditor to purchase a new model 550 ES&S scanner in <br />cooperation with the City of Fargo with trade-in of two model 315 <br />scanners purchased in 1984, at a net cost to Cass County of $16,250; <br />the cost to be paid from the capital improvements fund. On roll call <br />vote, motion carried unanimously. <br />
