<br />Commission Minutes--ApriI17, 2000 2114 <br /> <br />AND BE IT FURTHER RESOLVED, The local advisory study committee is charged with the <br />responsibility of providing the Cass County Commission with a report detailing their <br />recommendations on cooperation with other entities on or before January 1, 2001. <br /> <br />Dated at Fargo, North Dakota this 17th day of April, 2000. <br /> <br />14. ABATEMENT APPLICATION, Partially approved for Calvin Kellerman <br />Frank Klein, Director of Tax Equalization, provided a written report on his investigation of <br />abatement application #4152 submitted by Calvin Kellerman for property located in Warren <br />Township. Mr. Kellerman was notified of the abatement hearing but did not attend today's <br />meeting. <br /> <br />Mr. Klein said the applicant is asking that the valuation on the NW % of Section 30, Warren <br />Township, be lowered from $75,100 to $56,400 for 1998 because of water drainage problems. <br />Mr. Klein recommended setting the total value at $73,000 because there is an eight acre <br />triangular tract of land in the Conservation Reserve Program that is grassland and trees, and <br />it has a lower elevation. He said the area does not appear to drain very well. The Warren <br />Township Board of Supervisors recommended that the abatement be denied, however, they felt <br />the eight acres may qualify under the inundated lands statute. <br />MOTION, passed <br />Mrs. Quick moved and Mr. Wieland seconded that abatement #4152 <br />for Calvin Kellerman be lowered from $75,100 to $73,000 for 1998. On <br />roll call vote, motion carried unanimously. <br /> <br />15. RESOLUTION #2000-6, Necessity to take land for County Highway 20 grading proiect <br />Rich Sieg, Highway Superintendent, was present on behalf of County Engineer Keith Berndt, <br />who is attending the National Association of County Engineers Conference. Mr. Sieg said there <br />are 20 parcels of land where additional right-of-way is needed for the County Highway 20 <br />grading project and 19 landowners have agreed to sell the necessary acreage. The Highway <br />Department has been unable to reach an agreement with one of the property owners for the <br />sale of a 15' strip of right-of-way, located on County Highway 20 near the County Highway 17 <br />intersection. Chairman Meyer asked if the landowner was present or anyone representing him <br />on this matter. No one in the audience came forward. <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Schneider seconded to authorize the <br />chairman to sign Resolution #2000-6 Declaring Public Necessity to <br />Take Land for the County Highway 20 grading project. On roll call <br />vote, motion carried unanimously. <br /> <br />RESOLUTION #2000-6 <br />DECLARING PUBLIC NECESSITY TO TAKE LAND <br />Whereas, Plans have been prepared to grade County Highway 20 in Sections 18 and 19 of <br />Reed Township and Sections 13 and 24 of Raymond Township; and <br /> <br />Whereas, Additional property in Section 19 of Reed Township and 13 and 24 of Raymond <br />Township is required to construct the road to appropriate engineering standards; <br />and <br />
