<br />Commission Minutes--ApriI17, 2000 2113 <br /> <br />Cass County Soil Conservation District--cost-share of small drill for <br />seeding grass, particularly on the flood buyout properties and highway <br />ditches; <br />Northern Capital Trust--master cafeteria plan trust agreement and cafeteria <br />plan administration coordinator agreement. <br /> <br />13. RESOLUTION #2000-5, Appointment of local governance advisory committee <br />Michael Montplaisir, County Auditor, said each of the Commissioners has submitted the name <br />of a county citizen to serve on a local governance advisory committee, which was created by <br />the board at the last meeting. He will schedule the group's first meeting and suggested that <br />Birch Burdick, State's Attorney, address the committee concerning state statutes. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to adopt Resolution <br />#2000-5 appointing a local advisory study committee to review the <br />primary outcomes, strategies and action plan of Project Tomorrow <br />with regard to implementation among local political subdivisions. <br />Motion carried unanimously. <br /> <br />Resolution #2000-5 <br />Whereas, Cass County Government strives to be on the forefront of cooperation with other <br />entities, both private and governmental; and <br /> <br />Whereas, The inclusive and adjoining governmental entities of Fargo, West Fargo, Clay <br />County, Moorhead, and Dilworth, along with the Fargo-Moorhead Chamber of <br />Commerce, the West Fargo Chamber of Commerce, and numerous citizens from <br />the combined communities have, and are continuing with, a community-wide study <br />called the Project Tomorrow; and <br /> <br />Whereas, The County of Cass has supported and participated in Project Tomorrow, and <br />desires to implement recommendations from this effort; and <br /> <br />Whereas, North Dakota Century Code Chapter 40-01.1 requires that city and county <br />governments periodically review governmental structure and cooperation between <br />governmental agencies, and <br /> <br />Whereas, It has been more than five years since the last citizen study of Cass County <br />Government. <br /> <br />NOW, THEREFORE, BE IT RESOLVED That a local advisory study committee be <br />commissioned to review the primary outcomes, strategies and action plan from Project <br />Tomorrow with regard to implementation among local political subdivisions participating in <br />Project Tomorrow. <br /> <br />BE IT FURTHER RESOLVED, That the local advisory study committee be made up of the <br />following members from Cass County: David Martin, Charlotte Sandvik. Wayne McKelvey, Bill <br />Pietsch, and Senator Judy Lee who shall serve without compensation but who will be entitled <br />to receive actual and necessary expenses incurred in the performance of official duties. <br />
