Commission Minutes--February 7,2000 2090

Mr. Klein reported on his investigation and recommendation on the abatement application of
Carl Peterson Farms for removal of a commercial assessment on their seed cleaning and
conditioning plant located in Raymond Township. Carl Peterson and Ralph Peterson signed
a letter indicating that more than 50% of the products moving through their seed plant originate
on the farm. It is Mr. Klein's opinion that the Peterson's qualify for the farm exemption. He said
it appears about 68% of the grain being conditioned is grown by the Peterson's.

The Raymond Township Board denied the abatement application without written comment,
however, some members of the Board later visited in Mr. Klein's office about changes in the last
legislative session relating to the farm exemption. Township board members were notified of
the Commission meeting today and of Mr. Klein's recommendation to approve the abatement,
however, no one was present from the township board.

Carl Peterson was present and said it appeared to him that the township board did not
understand the changes in the farm exemption law so they did not approve his abatement. He
was aware that they later visited with Mr. Klein about it, but he has had no further contact with
the township board.
MOTION, passed
Mr. Wieland moved and Mrs. Schneider seconded that Abatement
#4132 for Carl Peterson Farms be approved as recommended by the
Director of Equalization. On roll call vote, motion carried
unanimously.

10. ELECTIONS FOR 2000, Rural precinct consolidation aooroved
Michael Montplaisir, County Auditor, prepared a letter dated January 21, 2000, concerning
proposed changes in election precincts for this year's elections. Three precincts in the City of
Fargo are being split because of their size; and some rural precincts will be consolidated based
upon voting population, past election turnout, distance to polling locations and availability of
election workers. The number of precincts in Cass County would be reduced from 61 to 57
under the plan presented by Mr. Montplaisir.
MOTION, passed
Mr. Koenig moved and Mr. Wieland seconded to approve the precincts
and polling locations for the 2000 elections as follows: On roll call
vote, motion carried unanimously.

Precinct
Number
11-01
11-03
11-05

13-01
13-03

Precinct Location
Agassiz School
Clara Barton School
North Dakota Job Service

Precinct
Number
11-02
11-04

Precinct Location
Carl Ben Eielson School
South High School

Veterans of Foreign Wars
West Fargo City Hall

13-02 Eastwood Elementary School
13-04 Veterans Memorial Arena

20-01 Northern Cass PSD - Hwy 26 (Townships of Dows, Hunter, Bell, Kinyon, and Noble)

21-01
21-03
21-05
21-07

Hawthorne School
Bethany Homes
Fargo Public Library
Madison School

21-02
21-04
21-06

Fargo High Rise
Jefferson School
Woodrow Wilson School
