These truck
routes, which are used both by commercial and residential tmffic, border Kindred
on the North, West. and South sides oftoWD. A majority oftb.e traffic OD the truck
routes is heavy truck 1mft1c hauling agricultural produce to the Dakota Ag
Cooperative ({oonerly Cenex Harvest States) elevator facility.

The city of Kindled, and its resident taxpayers cummtly pay for the upkeep and
maintenance of the truck. MUtes, and yet most of the wear and tear on the truck
routes is caused by heavy truck traftic from outside the town.

Don't get me wrong, we need agriculture. and. what it contributes and docs for
our community, but I fecI that the citizens oldie city ofKindml should not be
held totally responsible for main:tai.nina these routes.

Within the last 2 years, we have had subsbmtial arowth in our community, which
includes a new nmway at the Kindred airport; annexing land on the south side of
town into the city of Kindred's south side - property that has potential for
approximately 30 new homes. Also. Dakota Ag Coop. which purchased and
constructed a wit train loading facility for grain trains.

Our school district is also looking at a proposed 2.9 million expansion to handle
increased student emolhnent; We are a community that is not standing still, but
we arc a community that is in need of outside fundi:n& to upgrade our
infrastructure, so that we can keep movina in a positive dhection.

Therefore, after reviewing the enclosed documents, which include an engineers
estimate for hard surfacing the trUck routes, a map ofthc city with truck routes

.. - ,.._,.. ... . - ..". -. ~'. . .
