Box 158 <br />Kindred, ND 58051 <br /> <br />Dear Mayor Clarke: <br /> <br />This is in response to your October 25 request for funding for paving of truck routes within <br />the city of Kindred. <br /> <br />I'd like to begin by commending your city on your progressive attitude towards economic <br />development and job creation within North Dakota. Progressive communities such as yours are the <br />economic engine for North Dakota. <br /> <br />I discussed your request with the North Dakota Department of Transportation (NDDOT) <br />Director David Sprynczynatyk. He pointed out to me the difficulties in granting your request for <br />assistance in paving the gravel access roads to the Cenex Harvest States Elevator. Presently, these <br />streets are not eligible for federal aid due to the classification of the streets. It would be possible to <br />request reclassification of the streets with the Federal Highway Administration. That <br />reclassification, however, would need to be advanced by the county. The county in turn could then <br />utilize the federal dollars that NDDOT allocates to them each year for work on the streets. The <br />allocation to Cass County is approximately $1 million. Mr. Sprynczynatyk also pointed out that <br />since these routes are not on the state highway system, state funds cannot be applied to project <br />improvements within Kindred as per Century Code. <br /> <br />I'm aware that there have been numerous discussions between the NDDOT and Cass <br />County regarding this Issue. Since Cass County receives an annual allocation of federal dollars that <br />is intended for improvement of roads and streets within its county, we ask that you continue to <br />work with Cass County in prioritizing its funds towards your project. <br /> <br />If you have any questions, please contact Mr. Sprynczynatyk at 701-328-2581. He is willing <br />to assist you in any coordination or facilitation of discussions between the city of Kindred and Cass <br />County.
