Sprynczynatyk, P.E. <br />Director <br /> <br />John Hoeven <br />Governor <br /> <br />June 1,2004 <br /> <br />Mr. Ar1an Blurner <br />321 Elrn Street <br />Kindred, ND 58051 <br /> <br />ROAD TO THE CENEX HAR VEST STATES ELEVATOR IN KINDRED <br /> <br />This is a follow up to past phone conversations on funding for the paving of the north perirneter <br />road in Kindred that serves the Cenex Harvest States Elevator and is also a city designated truck <br />route. As we have discussed, the Department does not spend rnoney for road improvements for a <br />local streets off the State Highway System. <br /> <br />There is currently a paved county road along the east side of Kindred. The County could <br />designate a street from their county road into the elevator as a County Spur Route. This Spur <br />would then be eligible for 80% federal funds and 20% local funds for an improvement project. <br />The funding would have to corne frorn the County's current allotment of federal funds and would <br />need to be requested by the County. I know the County has plans for these lirnited funds for the <br />next several years into the future. The County also does not add Spurs very often to their road <br />systern. <br /> <br />Another option would be to special access a road improvement to the elevator. I realize this is <br />not a popular option. <br /> <br />Since our discussion, I have also had a conversation with the Kindred Mayor, Robert Clark. <br />From our conversation, it was apparent that there are other developments possibly planned that <br />could irnpact other streets and roads in the Kindred area. He indicated that the city of Kindred <br />would try to get a master plan from Ctuex Harv-est States before making any additional formal <br />requests for roadway funding. <br /> <br />I would encourage you to continue to work with the County and Cenex Harvest States to develop <br />a cornprehensive plan forhese developrnents. <br /> <br />~ <br /> <br /> <br />TIMOTHY J.
