<br />Hunting Subcommittee Minutes-February 15, 2005 1 <br /> <br />ORCHARD GLEN/FOREST RIVER HUNTING SUBCOMMITTEE <br />FEBRUARY 15, 2005-3:30 PM <br /> <br />1. MEETING TO ORDER <br />A meeting of the Orchard Glen/Forest River Hunting Subcommittee was called to order <br />by Scott Wagner, Subcommittee Chairman, on Tuesday, February 15, 2005, at 3:30 <br />PM in the Commission Room, Cass County Courthouse. All committee members <br />were present as follows: Chad Peterson, Bryan Johnson, John Miller, Ken Pawluk and <br />Scott Wagner. Also present were Don Rudnick, Sheriff; Birch Burdick, State's <br />Attorney; Michael Montplaisir, County Auditor; Keith Berndt, County Engineer; Doug <br />Leier, North Dakota Game and Fish Department; and a member of the local media. <br /> <br />2. REVIEW OF PUBLIC INPUT <br />Mr. Wagner gave each of the committee members an opportunity to express their <br />views on whether or not to allow deer bow hunting on county-owned lots in Orchard <br />Glenn and Forest River, or allow hunting in only one of the subdivisions. Reference <br />was made to the resident survey responses, as well as comments received at the <br />public meeting held on February 1,2005, at the Reineke Fine Arts Center, Beckwith <br />Recital Hall, on the NDSU Campus. <br /> <br />3. DISCUSSION ON ORCHARD GLEN AND FOREST RIVER HUNTING <br />Mr. Wagner asked if anyone felt that hunting should not be allowed in either peninsula, <br />under any circumstances. Committee members expressed thoughts on not allowing <br />hunting in Orchard Glen for reasons which included the following: no overwhelming <br />public support for it; the area is being utilized by quite a number of people for other <br />activities now, such as hiking and bird watching; there is less acreage for hunting <br />because of the apple orchard; and it does not appear the deer population is high. <br /> <br />The committee discussed hunting in the Forest River peninsula, and Mr. Pawluk <br />suggested allowing 10 permits and follow the recommendations which Randy Kreil, <br />North Dakota Game and Fish Department, submitted at the February 151 public <br />meeting. A trial hunting period of 1-2 years was also suggested, and the county <br />commission could reevaluate it after one or two seasons. Mr. Miller attended a <br />meeting of the Stanley Township Board of Supervisors and said they tabled the issue <br />until they receive from Mr. Wagner all of the information this committee has evaluated. <br /> <br />4. RECOMMENDATION TO COUNTY COMMISSION, Deny huntin~ in Orchard Glen <br />MOTION, passed <br />Mr. Miller moved and Mr. Peterson seconded to recommend to the <br />board of county commissioners that deer bow hunting not be <br />allowed in the Orchard Glen peninsula. On roll call vote, the <br />motion carried unanimously. <br /> <br />5. RECOMMENDATION TO COUNTY COMMISSION, Approve huntin!:J in Forest <br />River with stipulations <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Johnson seconded to recommend to the <br />full county commission the following in Forest River Subdivision, <br />subject to cooperation from Stanley Township: <br />
