<br />Commission Minutes-February 22, 2005 2864 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve first reading of <br />Ordinance #2005-1 pertaining to Chapter Six of the Cass County <br />Comprehensive Plan; and to set the second reading/adoption of Chapter <br />Six for March 21, 2005, to allow time for publishing a summary of the <br />ordinance in the official newspaper of the county at least 20 days before <br />the second reading. On roll call vote, the motion carried with four <br />members voting "Aye" and Mrs. Sorum opposing. <br /> <br />13. ROAD DEPARTMENT, Storm Water pollution prevention plan/annual public meetina <br />Mr. Berndt said Cass County Government is required to submit an annual report and hold <br />an annual public input meeting on the Storm Water Pollution Prevention Program in order to <br />be in compliance with the Environmental Protection Agency's Storm Water Phase II. He <br />provided copies of the annual report to commissioners prior to today's meeting and said a <br />link on the county's website will provide additional information for citizens to access. <br /> <br />Mr. Vanyo invited comments from the board and from the public. No comments were <br />received at this time. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to receive the annual <br />report on Cass County's Storm Water Pollution Prevention Plan. On roll <br />call vote, the motion carried unanimously. <br /> <br />14. CASS COUNTY YOUTH COMMISSION, Endorse proaram; beain application process <br />Mrs. Sorum reported on the process used to develop a proposed educational and <br />leadership program for high school students in Cass County, to be called the Cass County <br />Youth Commission. The county committee working on the project consisted of Brad Cogdill, <br />Charlotte Sandvik, Kathy Ziegelmann, Jim Thoreson and Mrs. Sorum. Deb Bond and Patty <br />Flaagan served as support staff. Mrs. Sandvik and Mr. Cogdill were present for today's <br />meeting. <br /> <br />With the board's approval, Mrs. Sandvik said information packets will be provided to all of <br />the high schools in Cass County within the next week. Students who will be sophomores, <br />juniors or seniors this fall in Cass County's public and private schools may submit an <br />application to their respective high school until March 18, 2005. The selection process <br />should be completed by the school administration on or before April 1, 2005, and the county <br />committee anticipates a kick-off event during County Government Week April 10-16, 2005. <br /> <br />Mrs. Sandvik said the committee received input from several high school principals, and <br />they are very supportive of the program. Some schools are planning to offer high school <br />course credit for students who complete the program. Mr. Vanyo commended those who <br />worked on the committee. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to endorse the Cass <br />County Youth Commission program as presented; and that the program <br />begin to accept applications at Cass County schools who desire to be <br />involved. On roll call vote, the motion carried unanimously. <br />
