<br />Commission Minutes-February 22, 2005 2863 <br /> <br />Mr. Vanyo asked Mr. Berndt if he feels the updated comprehensive plan may be too <br />restrictive in terms of development, as interpreted by Mr. Wyum. Mr. Berndt said most cities <br />in the county have extra-territorial (ET) authority so they have the ability to control growth <br />around their boundaries. He said the plan does not discourage development altogether <br />outside of the ET area, but development would be discouraged where there are a large <br />number of lots that are a long way from public services, known as "leap-frog" development. <br /> <br />Mr. Wagner said the commission needs to provide direction for the engineer and planner in <br />order for them to prepare specific details, which would then come back to the commission <br />for approval. Mr. Berndt said a follow-up plan will be the subdivision ordinance, which will <br />be presented to the planning commission for a recommendation to the county commission. <br />He said additional public input on the subdivision ordinances would be welcome at any time. <br /> <br />Mrs. Sorum said she wants to see the implementation plan before supporting the policies. <br />Mr. Bennett agreed and said "leap-frog" development is not always considered a negative. <br /> <br />Mr. Pawluk said he believes planning is the basis for orderly development, and he does not <br />see anything in this document that prohibits smaller one or two-lot developments. <br />MOTION, withdrawn <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the 2005 Cass <br />County Comprehensive Plan; with the exception of Chapter Six, which <br />will be established by ordinance; to amend Cass County Commission <br />Policy Manual Section 12.00, Comprehensive land Use Policy, to reflect <br />the updated Comprehensive Plan Summary; to approve first reading of <br />Ordinance #2005-1 pertaining to Chapter Six of the Cass County <br />Comprehensive Plan; and to set the second reading/adoption of Chapter <br />Six for March 21, 2005, to allow time for publishing a summary of the <br />ordinance in the official newspaper of the county at least 20 days before <br />the second reading. Mr. Vanyo thought it premature to approve the two <br />suggested motions at one time. Mr. Pawluk agreed to withdraw the <br />motion and Mr. Wagner withdrew the second. <br /> <br />Mr. Vanyo invited additional input before another motion is made. Mr. Wyum addressed the <br />board again and said he does not oppose well-written ordinances for land control. He <br />previously represented the county on the City of Fargo Planning Commission and <br />understands that a comprehensive plan can provide a good basis for development. <br /> <br />Mark Brodshaug, Warren Township Supervisor and current county representative on the. <br />Fargo Planning Commission, said he supports the Cass County Comprehensive Plan. He <br />believes the plan will lead to fewer conflicts for the township between farming and large lot <br />developments because the township does not have subdivision regulations, and this will <br />help them manage growth within the township. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the 2005 Cass <br />County Comprehensive Plan; with the exception of Chapter Six, which <br />will be established by ordinance; and to amend Cass County Commission <br />Policy Manual Section 12.00, Comprehensive Land Use Policy, to reflect <br />the updated Comprehensive Plan Summary. On roll call vote, the motion <br />carried unanimously. <br />
