<br />Commission Minutes-February 22, 2005 2862 <br /> <br />8. NATIONAL COUNTY GOVERNMENT WEEK PROCLAMATION, April 10-16. 2005 <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to proclaim the week of <br />April 1 0-16, 2005 as National County Government Week. On roll call vote, <br />the motion carried unanimously. <br /> <br />9. PERMIT FOR RAFFLE, Approved for Sand hills Archers. Inc. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to approve a raffle permit <br />for the Sand hills Archers, Inc. to be held February 26, 2005, at the <br />Sandhills Archery Park in West Fargo, North Dakota. On roll call vote, <br />the motion carried unanimously. <br /> <br />10. CONTRACT APPROVAL, Lease of flood lot <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to approve the following <br />contract submitted by respective department head, subject to the state's <br />attorney approval, and authorize the chairman to sign: Hilary Gietzen for <br />lease of flood lot in Reed Township. On roll call vote, the motion carried <br />unanimously. <br /> <br />11. F-M CHAMBER OF COMMERCE, Introduction of Public Affairs Coordinator <br />David Martin, President and CEO of the Chamber of Commerce of Fargo Moorhead, was <br />present to introduce Kelli Poehls, who joined their staff on January 1, 2005, as Public Affairs <br />Coordinator. Ms. Poehls provided information on her background and said she looks <br />forward to working with Cass County and other chamber entities. <br /> <br />12. CASS COUNTY COMPREHENSIVE PLAN, Adopt plan; amend policy manual; first <br />readina of ordinance pertainina to Chapter Six; set date for second readina/adoption <br />Keith Berndt, County Engineer, and Mike Zimney, County Planner, were present to discuss <br />updating the Cass County Comprehensive Plan. A draft of the revised plan was previously <br />presented to commissioners, and a motion was made at the February 7,2005 commission <br />meeting to set the ordinance first reading for today. Mr. Berndt said the plan would be used <br />by the county to manage growth within those areas outside of extra-territorial jurisdictions; <br />and he believes the plan promotes positive and sustainable growth. He said it promotes <br />good planning so that growth occurs in a manner in which it does not become a future <br />burden on taxpayers. <br /> <br />Mr. Vanyo said the request before the board today is to approve the comprehensive plan <br />and first reading of proposed Ordinance #2005-1, which pertains to Chapter Six: Goals, <br />Objectives, and Policies. He invited comments from commissioners first, and Mr. Bennett <br />noted an exclusion of two of the county's rivers in the flow chart on page 9. Mr. Berndt said <br />the oversight will be corrected. <br /> <br />Hearing no other comments from the commission at this time, the chairman invited <br />comments from the audience. David Wyum, West Fargo, said there has been a lot of good <br />thought and effort put into this plan; however, as a real estate broker and also a developer <br />in this county, he feels it could be used as a vehicle to stop development outside of the <br />three larger cities in the county, those being Fargo, West Fargo and Casselton. He <br />suggested referring the plan back to the county planning commission for additional review. <br />
