<br />Commission Minutes--January 3, 2005 2844 <br /> <br />Jody and Karla Slusher-lease of flood property in Pleasant Township; <br />Stutsman County Correctional Center-pretrial detention or incarceration of <br />adult inmates; <br />North Dakota Association of Counties-technical support services agreement; <br />Qwest Corporation-local telephone service contract. <br /> <br />13. VECTOR CONTROL, Buildina floor plan revision referred to committee <br />Keith Berndt, County Engineer, proposed a revision to the vector building floor plan to add <br />space for housing the engineering material testing and surveying equipment, at an <br />estimated cost of $50-75,000. He said the material testing is currently done in a small office <br />trailer parked next to the highway building, and the survey equipment is stored in several <br />locations so consolidating it in one space in the vector building would be more convenient. <br /> <br />Mr. Wagner asked how the added cost would be financed, and Mr. Berndt said financing <br />would be the same as previously planned, with the Highway Department paying a <br />proportionate share and vector control paying their share of the building space. <br /> <br />Mrs. Sorum asked why this request was not presented to the Vector Facility Planning <br />Committee, and Mr. Berndt said he would not have a problem with going back to that group. <br /> <br />Mr. Pawluk asked about time pressures, and Mr. Berndt said he would like to have plans <br />completed in time to begin construction early in the season and have the building enclosed <br />by fall. <br />MOT/ON, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to obtain drawings and a <br />cost estimate from the architect for the vector building project; and that <br />the revised plan be presented to the Vector Facility Planning Committee <br />for review and a recommendation to the County Commission. On roll <br />call vote, the motion carried with three members voting "Aye" and Mrs. <br />Sorum opposing. <br /> <br />14. ROAD DEPARTMENT, Grant application for Hiahland Park property aCQuisition <br />Mr. Berndt prepared a slide presentation on a request for county sponsorship of a grant <br />application to acquire a house in the Highland Park Subdivision north of Fargo. A large <br />riverbank slide has caused the foundation of the private residence to shift, and Mr. Berndt <br />believes damage to the home is likely to continue. He has contacted the North Dakota <br />Division of Emergency Management and learned that funding for 75% of the cost of an <br />acquisition may be possible through a Pre-Disaster Mitigation Program through FEMA <br />(Federal Emergency Management Agency). If an application for funding was submitted and <br />approved, the county would own the land similar to the previous flood acquisitions through <br />the Hazard Mitigation Grant program. However, Mr. Berndt said there are no guarantees <br />that the application will be approved, if submitted. <br /> <br />If the commission approves the request to submit a grant application, Mr. Berndt would <br />recommend entering into an agreement with the owner or other private parties to fund the <br />25% local match. He would also recommend an agreement with the Highland Park <br />Association for perpetual maintenance of the lots after the acquisition. <br />
