<br />Commission Minutes--January 3, 2005 2845 <br /> <br />Genevieve Thompson, Project Director for the Greenway on the Red, was present and <br />provided background information on the mission of the greenway group, which was <br />formulated after the 1997 flood. She supports acquisition of the Highland Park property, <br />which is owned by Lars Moller, and visited with Lonnie Hoffer from the State Emergency <br />Management Office, who suggested the possibility of funding assistance through the Pre- <br />Disaster Mitigation Program. Ms. Thompson said the grant application deadline is February <br />1, 2005, and the State agreed to review a draft of the application before it is submitted. <br /> <br />Mr. and Mrs. Moller were present today, and Mr. Moller said they purchased the home in <br />January, 2003, and there was nothing visible in the yard at the time that would indicate the <br />riverbank was unstable. He said the ground separation shown on the slides today became <br />apparent six to seven months after they moved into the house. He indicated there has been <br />a vertical drop of 5-6 feet. Mr. and Mrs. Moller own both of the adjoining lots on either side <br />of the one where their home is located. <br /> <br />Mr. Pawluk asked how Mr. Moller would propose funding for the remaining 25% of the <br />property acquisition, assuming 75% is paid through grant funds. Mr. Moller said the 75% <br />funding would be a good contribution, and he and the other parties involved would <br />participate in making up the 25% local match. <br />MOT/ON, passed <br />Mr. Wagner moved and Mr. Pawluk seconded that since no county <br />money is involved, the County Engineer be directed to complete a grant <br />application for funds to acquire the residence and surrounding lots at <br />1319 64th Avenue North in the Highland Park Subdivision. On roll call <br />vote, the motion carried unanimously. <br /> <br />15. VOUCHERS, Approved <br />MOT/ON, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve Voucher No. <br />193,816 through No. 194,104. On roll call vote, the motion carried <br />unanimously. <br /> <br />16. MEETING UPDATES; LEGISLATIVE SESSION; CONDEMNATION HEARINGS, <br />Committee reports <br />Commissioners and staff reported on meetings they have attended in the past two weeks, <br />as well as upcoming meetings. The Orchard Glen/Forest River Hunting Subcommittee has <br />scheduled a public meeting for 7:00 PM on February 1, 2004, at the NDSU Reineke Fine <br />Arts Center, Beckwith Recital Hall, according to Mr. Wagner. <br /> <br />Mr. Vanyo said he will be unable to attend most of the Friday legislative meetings in <br />January, set up for commissioners and department heads. He asked Mr. Wagner to be <br />Cass County's spokesperson on the telephone conference call in his absence. Meetings <br />are held in the Commission Room at 3:00 PM each Friday, while the State Legislature is in <br />session. <br /> <br />Mr. Montplaisir said condemnation hearings will be held next Tuesday, January 11th, in the <br />Commission Room at 1 :00 PM for the 64th Avenue South bridge project. <br />
