Box 2806
Fargo, North Dakota 58108

Re: Future Jail Expansion.

Dear Bonnie:

As a follow-up to the meeting we had on Wednesday of this week with Jail Administrator
Glenn Ellingsberg, I provide the followillg respons~ to our discussions. It is understood
that the jail expansion would include approximately 96 beds arranged in two 48-bed pods
not unlike your "main housing unit" which is used for direct supervision of the inmates.
The des:ired pod configuration and location would be similar to the unaccepted Alternate G-
1 of the original jail construction documents completed in the year 2000 by our office but
with changes as discussed and an incr~ase from 48 to 96 beds. F:irst off, the jail service infra
structure such as administration ~d staff areas, public. spaces, master controls physical
space, laundry and kitchen. are sized to. accommodate up. to 600 + / -:- total inmates with no
additional spàce needed. Qn the mechanical side of things, the chiller and boilers at:e able to
serve at least 3 more 48-bed pods, which therefore covers the 96 proposed bed expansion.
The major piping of this equipment is now terminated near the east end of the existing
building for future growth. The main waste and domestic water lines are also sized and at
accessible locations to accommodate the County's plans. The main electrical service is large
enough for the beds as proposed and the emergency generator is running below the
maximum capacity, which is 80% design and is also sufficiently sized. Therefore the
expansion factor figured in at the time of the original jail design for these major items is still
valid for the project as discussed.

With confirmation of sufficient infra structure and support space, we then discussed how we
might change some of the previously designed aspects of the main housing pod that will
respond to Cass County's 2 years experience of jail operations in the new facility. Most of
the items discussed, such as the relocation of the stair in the pod to :improve sight lines and
moving of the officer post will have little if no effect on the project costs. The des:ire to add
the continuous linear chase for mechanical and plumbing items behind the cells to :improve
accessibility by maintenance staff and the addition of stainless combi (sink/toilet) units in
lieu of porcelain fixtures may add to. the overall costs. But by responding to the items
discussed and any that may come uppefore construction, the Cass County Jail should
become more safe and secure for staff and inmatesand:improve .the maintenancè access
without compromising the facility or having to do major redesign.

701- 282-5505

810 1st Avenue North
PO Box 2823
Fargo, North Dakota 58102

Fax 701.232.5338
e-mail info@fossassociates.com
