Shortly thereafter, we met with Rick
Hoganson, AlA, of Foss Associates and he agreed to respond in writing to our
questions. Although the cost of construction may have increased since the
original alternate bids were received, the other changes proposed should not
have a significant impact on the overall cost of the project.

Since it is apparent that the population of the jail is not going to be
significantly reduced and that one might expect a continual rise in inmate
population; the commission should consider moving forward with the jail
expansion with an additional 96 beds.

Therefore, I would ask that the commission retain the architectural firm of
Foss Associates to develop the construction documents so contractors could
be asked for bids in early 2005.

SUGGESTED MOTION:
Move to enter into discussions with the architectural firm of Foss Associates
with regard to constructions costs, bidding process, requested fee and
consulting services for possible first expansion of the Cass County Jail; and
direct County Coordinator Bonnie Johnson to assess consulting selections
with Foss Associates. - -
If you have additional questions after reviewing the letter from Mr. Hoganson,
please give either Ms. Johnson or I a call.

Respect~llY'

~..' /

Major Glenn D.
