<br />Beyond the design, we also discussed whether or not it is possible to work with certain subs <br />or vendors due to the critical nature of systems in the jail or some other buildings for that <br />matter. Our office in the past, has on publicly funded buildings been able to implement a <br />proprietary specification section or sole source a portion of the project when proven to be <br />sensitive and important to the overall future operation of the entire facility. This I believe is <br />the case with the jail in regard to HV AC controls, security controls and possibly some of the <br />other systems too but believe that on the G, M and E portion in its entirety may need to be a <br />competitively bid project. On the mechanical side, commissioning may be considered as a <br />solution to guaranteeing the mattiage of the existing and new components if the successful <br />mechanical contractor is not familiar with the original buildings systems. <br /> <br />The direct supervision pod when designed as an alternate over 4 years ago was bid by the <br />G,M and E contractors at between $1.2 and 1.5 million dollars for the 48 bed pod less the <br />moveable security furnishings. It is our opinion that the costs will have increased since <br />originally bid in 2000. The contractors will have new general conditions, insurance etc. as <br />related to a new project, there will be site work - grading and repairs associated with the <br />addition and then the inflationary and material cost increases may be as high as an additional <br />12 -15%. But we don't believe the other changes requested will have the same impact as <br />the above mentioned cost increases. Foss Associates has not looked in detail at what may be <br />a current estimated cost of construction for the jail addition but could be prepared early on <br />to give more than a gut reaction to what recent experience tells us. <br /> <br />Foss Associates feels confident that if the changes discussed do not grow s1gnificantly <br />beyond our conversation, and that jf the development of the construction documents could <br />begin in early December, the project may be ready to send to the contractors for bidding <br />some time in March. If bids received in April were acceptable, contracts could be awarded <br />and staging could begin with construction beginning in late spring or early summer. A goal <br />coqld be to have the building enclosed before the winter ofOSj06 so sheltering and <br />temporary heat wouldn't be an issue and with the completion of construction in 12 months <br />or less from the date of start-up. For professional services of Foss Associates and the <br />engineers of record, we would respectfully request a fee of 5.5 percent of the construction <br />cost based upon the bids received. If Cass County would prefer to have further input into <br />the engineers used for the expansion, our fee as proposed may have to be adjusted based <br />upon that particular firms experience, involvement and their negotiated fee structure. <br /> <br />I hope this is helpful in the decision making process and assure everyone the original team at <br />Foss Associates looks forward to the opportunity to work Glenn Ellingsberg, his staff and <br />other Cass County personnel on the jail expansion. <br /> <br /> <br />~ . <br /> <br />Foss Associates <br />
