Commission Minutes—November 3, 2014 4384 - Cities of Casselton, Mapleton, Horace and Kindred—renewal of police service agreements for 2015. i. Adopt a Resolution of Condolence to the family of Randy Berndt, brother of Keith Berndt, Cass County Administrator, as follows: RESOLUTION OF CONDOLENCE #2014-18 WHEREAS, the Board of Cass County Commissioners has learned of the untimely death of Randy Berndt of Breckenridge, Minnesota, on November 1, 2014; and WHEREAS, Randy Berndt was a well-known and respected teacher and coach at Breckenridge Junior High and High School, and brother of Keith Berndt, Cass County Administrator; THEREFORE, BE IT RESOLVED, that the Board of Cass County Commissioners does hereby express its heartfelt condolences to the family of Randy Berndt; BE IT FURTHER RESOLVED that this resolution will be inscribed upon the permanent records of the proceedings of the Board of Cass County Commissioners and a copy forwarded to his family. TAX-FORFEITED PROPERTY, Hearing on appraisals Michael Montplaisir, County Auditor, said today is the date and time advertised for a public hearing on the appraisal of tax-forfeited property. The tax sale will be held Tuesday, November 18, 2014, beginning at 10:00 AM. He said currently there are nine properties on the list, and he expects a few more of the properties to be paid before the sale. The chairman opened the public hearing. Hearing no comments, the public hearing was closed. 7. SHERIFF'S DEPARTMENT, Agreement approved with West Central Regional Juvenile Center to house Cass County juvenile offenders Sheriff Paul D. Laney said during budget hearings in August the commission approved to partner with Clay County to house juvenile offenders from Cass County. He said state and federal officials have given a favorable recommendation to enter into a consortium with the West Central Regional Juvenile Center Cooperative. The contract is for 10 years; however, the county will negotiate bed space and the price based on averages each year. Mr. Bennett asked about the total number of beds and what happens if space is not available. Mr. Laney said the facility has 28 beds, and there are back up plans in the place if this occurs. Mrs. Scherling asked about Attendant Care services, which Sheriff Laney said will stay in Cass County. He said the program has federal guidelines which need to be followed, and it is a better option for Cass County to continue providing these services. Mr. Pawluk said he supports the partnership as it provides comparable services at a cost savings.
