Commission Minutes—November 3, 2014 4383 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS NOVEMBER 3, 2014 1. MEETING CALLED TO ORDER Chairman Ken Pawluk called the meeting to order at 3:30 PM with all members present as follows: Chad M. Peterson, Darrell Vanyo, Mary Scherling, Vern Bennett, and Ken Pawluk. 2. PLEDGE OF ALLEGIANCE Heather Worden led the Pledge of Allegiance. 3. MINUTES APPROVED MOTION, passed Mr. Bennett moved and Mrs. Scherling seconded that the minutes of the previous meeting be approved as written. Motion carried. 4. AGENDA, Order approved MOTION, passed Mr. Peterson moved and Mrs. Scherling seconded to approve the order of the agenda with the addition of a resolution of condolence. Motion carried. 5. CONSENT AGENDA APPROVED MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to approve the consent agenda as follows: On roll call vote, the motion carried unanimously. a. Approve that abatement#4437, #4438, #4439 and #4440 for Doug Burgum be reduced to $950,000 as requested by the applicant and as recommended by the Stanley Township Board and the Director of Equalization. b. Approve omitted assessments according to notices sent to property owners by the county auditor. c. Approve a permit for a calendar raffle to be held January 1, 2015, through December 31, 2015, at the Knickerbocker Liquor Locker in Hickson, North Dakota, for the Hickson Community Days Committee. d. Approve retroactively a special event permit for B & G Beverages II, Inc. d/b/a the Town Hall Bar to serve alcoholic beverages on November 1, 2014, and November 2, 2014, during the hours of 8:00 AM to 8:00 PM for a Junk in the Trunk business event at the Red River Valley Fairgrounds in West Fargo, North Dakota. e. Authorize the chairman to sign a contract for deed with Paula M. Johnson for repurchase of her home at 227 1st Avenue West, West Fargo for back taxes, specials, drains, penalties, interest and fees in the amount of $5,491.38 with a $1,728.86 down payment and payment of $200 per month for 20 months with interest at 3.25%, which is the prime rate at the Bank of North Dakota. f. Grant final plat approval for Callies Run Subdivision in Section 1, Township 137N, Range 49W of the Fifth Principal Meridian, Cass County, North Dakota. g. Authorize the auditor to make an offer to purchase and sign necessary closing documents on Lot 1 and Lot 2, Block 1, Rivershore Subdivision, Pleasant Township, owned by Corey and Sherri Smith for $5,000 for each lot. h. Contract approval - Blue Cross Blue Shield—Attachment A schedule for 2015 employee health and dental insurance coverage;
