Commission Minutes—November 3, 2014 4385 <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman to <br /> sign the professional services agreement with West Central Regional <br /> Juvenile Center for the housing of Cass County juvenile offenders <br /> effective January 1, 2015 through December 31, 2015. On roll call vote, the <br /> motion carried unanimously. <br /> 8. HEALTH AND DENTAL INSURANCE RATES, Approved for 2015 <br /> Mr. Montplaisir said the Health Insurance Committee and Wellness Committee met last month <br /> to consider health insurance rates for 2015. The committees are recommending a 9.71% rate <br /> increase using the current health plan with the same percentage of participation between the <br /> county and employees. The rates will fund the "expected costs" of the self-insured program. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to set the rates for health <br /> and dental plans for 2015 as recommended by the Health Insurance <br /> Committee and Wellness Committee. On roll call vote, the motion carried <br /> unanimously. <br /> 9. VOUCHERS, Approved <br /> MOTION, passed <br /> Mr. Peterson moved and Mrs. Scherling seconded to approve Voucher No. <br /> 281,650 through Voucher No. 281,921. On roll call vote, the motion carried <br /> unanimously. <br /> 10. ELECTION UPDATE; LEGISLATIVE LUNCHEON, Committee reports <br /> Mr. Montplaisir said the General Election will be held tomorrow, November 4th. He said <br /> approximately 13,000 people voted last week at early voting precincts, and 5,000 people <br /> voted absentee. <br /> Mr. Pawluk reminded commissioners about the legislative luncheon scheduled for Monday, <br /> November 17th at 11:30 AM, and asked Keith Berndt to provide a short update on topics that <br /> will be discussed. Mr. Berndt said county priorities will be discussed at the luncheon which <br /> include water supply and flood risk reduction, road and bridge funding and social services <br /> funding. He briefly discussed the oil revenues that are available as a result of the oil and gas <br /> production tax and oil extraction tax. The legislature decides where the dollars should be <br /> allocated. He said a lot of the focus is on the needs in the western part of North Dakota; <br /> however, Cass County has seen tremendous growth in its population and funding needs exist <br /> throughout the entire state. <br /> 11. CORRESPONDENCE, Received and filed <br /> MOTION, passed <br /> Mr. Peterson moved and Mr. Vanyo seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> - Letter from Melissa Vachal, Chair of the North Dakota Recorders Information Network <br /> (NDRIN), regarding action taken by the NDRIN board to refund $500,000 from reserves <br /> to county members with refund to be deposited into the Document Preservation Fund; <br />
