Commission Minutes—November 3, 2014 4385 MOTION, passed Mr. Vanyo moved and Mr. Peterson seconded to authorize the chairman to sign the professional services agreement with West Central Regional Juvenile Center for the housing of Cass County juvenile offenders effective January 1, 2015 through December 31, 2015. On roll call vote, the motion carried unanimously. 8. HEALTH AND DENTAL INSURANCE RATES, Approved for 2015 Mr. Montplaisir said the Health Insurance Committee and Wellness Committee met last month to consider health insurance rates for 2015. The committees are recommending a 9.71% rate increase using the current health plan with the same percentage of participation between the county and employees. The rates will fund the "expected costs" of the self-insured program. MOTION, passed Mr. Bennett moved and Mrs. Scherling seconded to set the rates for health and dental plans for 2015 as recommended by the Health Insurance Committee and Wellness Committee. On roll call vote, the motion carried unanimously. 9. VOUCHERS, Approved MOTION, passed Mr. Peterson moved and Mrs. Scherling seconded to approve Voucher No. 281,650 through Voucher No. 281,921. On roll call vote, the motion carried unanimously. 10. ELECTION UPDATE; LEGISLATIVE LUNCHEON, Committee reports Mr. Montplaisir said the General Election will be held tomorrow, November 4th. He said approximately 13,000 people voted last week at early voting precincts, and 5,000 people voted absentee. Mr. Pawluk reminded commissioners about the legislative luncheon scheduled for Monday, November 17th at 11:30 AM, and asked Keith Berndt to provide a short update on topics that will be discussed. Mr. Berndt said county priorities will be discussed at the luncheon which include water supply and flood risk reduction, road and bridge funding and social services funding. He briefly discussed the oil revenues that are available as a result of the oil and gas production tax and oil extraction tax. The legislature decides where the dollars should be allocated. He said a lot of the focus is on the needs in the western part of North Dakota; however, Cass County has seen tremendous growth in its population and funding needs exist throughout the entire state. 11. CORRESPONDENCE, Received and filed MOTION, passed Mr. Peterson moved and Mr. Vanyo seconded to receive and file correspondence outlined by the secretary as follows: Motion carried. - Letter from Melissa Vachal, Chair of the North Dakota Recorders Information Network (NDRIN), regarding action taken by the NDRIN board to refund $500,000 from reserves to county members with refund to be deposited into the Document Preservation Fund;
