Commission Minutes—August 11, 2014 4340 <br /> Mr. Arett attributes part of the growth in the senior population as a result of individuals <br /> moving here from the western part of the state. Over the past several years, Valley Senior <br /> Services has received one mill which is matched by the state at 85 cents on the dollar. Mr. <br /> Montplaisir said if the one mill is not levied by the commission, the county loses the <br /> matching funds from the state. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to approve the 2015 <br /> preliminary budget for Valley Senior Services at one mill as <br /> presented, and to restrict the revenue to remain in this fund to use <br /> for operations of Valley Senior Services. On roll call vote, the motion <br /> carried unanimously. <br /> 8. CASS COUNTY COUNCIL ON AGING <br /> Betty Gibbons, Treasurer of Cass County Rural Council on Aging, was present. She said <br /> their request for 2015 is $98,421, which is an increase of$1,825 compared to last year. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mrs. Scherling seconded to approve the 2015 <br /> preliminary budget for Cass County Council on Aging as presented, <br /> and to restrict the revenue to remain in this fund to use for <br /> operations of Cass County Council on Aging. On roll call vote, the <br /> motion carried unanimously. <br /> 9. BREAK <br /> The Commission took a break at 10:25 AM and reconvened at 10:35 AM. <br /> 10. RECORDER <br /> Jewel Spies, County Recorder, was present and provided an overview of the 2015 budget. <br /> She said no new projects are scheduled for next year and no major equipment purchases <br /> are needed, so the budget remains relatively unchanged from last year. She said the <br /> digitization of the old deed, mortgage, and miscellaneous books will be completed this fall. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the 2015 <br /> preliminary budget for the Recorder's Office as presented. On roll <br /> call vote, the motion carried unanimously. <br /> 11. NDRIN FUND; DOCUMENT PRESERVATION FUND <br /> All 53 counties are full members of the North Dakota Recorders Information Network <br /> (NDRIN), a fund that is self-supporting through dollars generated from subscriber and copy <br /> fees. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to approve the 2015 <br /> preliminary budget for the NDRIN Fund as presented, and to restrict <br /> the revenue to remain in this fund to use to operate on-line <br /> subscription services. On roll call vote, the motion carried <br /> unanimously. <br /> Mrs. Spies said the Document Preservation Fund is a result of fees collected by the <br /> County Recorder when documents are filed, and is used to enhance and maintain <br /> permanent records in the office to keep technology updated, including computers, software <br />
