Commission Minutes—August 11, 2014 4339 <br /> Mrs. Scherling asked about the computer replacement cycle of four years that is currently <br /> used. Mr. Schmaltz said the current method has worked well for several years. Mr. <br /> Peterson said it is important to have updated equipment and supports the request. <br /> There was discussion about the computer equipment budgeted for the Coroner's Office. <br /> Mr. Schmaltz said the cost covers additional phones, fiber connections and other computer <br /> equipment for the new space at the Fargo Cass Public Health building. Mr. Peterson <br /> questioned the video conferencing unit for $17,000, and said he will ask about this item <br /> during the Coroner's presentation. <br /> Commissioners were in agreement to use their current laptops for another year. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to remove $6,500 <br /> for commission laptops. On roll call vote, the motion carried <br /> unanimously. <br /> 5. RED RIVER VALLEY FAIR ASSOCIATION <br /> Bryan Schulz, General Manager of the Red River Valley Fair (RRVF) Association, was <br /> present. The request for 2015 is $100,000 compared to $90,000 approved last year. He <br /> said the dollars are used for premiums, trophies, ribbons and judge expenses for 4-H as <br /> well as annual insurance expenses. The board commended Mr. Schulz for his efforts in <br /> providing a new image for the RRVF; however, the board is looking very closely at each <br /> budget this year. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the 2015 <br /> preliminary budget for the Red River Valley Fair Association in the <br /> amount of$90,000. On roll call vote, the motion carried unanimously. <br /> 6. LAKE AGASSIZ REGIONAL COUNCIL <br /> Iry Rustad, Executive Director; Randy Kingsley, Assistant Director; and Amber Schaan, <br /> Fund Manager of Lake Agassiz Regional Council (LARC) were present. The 2015 <br /> preliminary budget request is $16,500 compared to $15,000 budgeted last year. Ms. <br /> Schaan said the request for LARC has not increased in 10 years. County funds cover the <br /> non-federal match for general administrative agency costs and economic development. <br /> Ms. Schaan also reviewed the current Cass County projects with the board. <br /> Mr. Rustad will be retiring from his position effective October 1, 2014. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mrs. Scherling seconded to approve the 2015 <br /> preliminary budget for the Lake Agassiz Regional Council in the <br /> amount of $16,500 as presented. Discussion: Mr. Vanyo recognized <br /> Iry Rustad for the leadership he provided in his position and thanked <br /> him for his service. On roll call vote, the motion carried <br /> unanimously. <br /> 7. VALLEY SENIOR SERVICES <br /> Brian Arett, Executive Director of Valley Senior Services, was present. He said their 2015 <br /> budget reflects no significant changes. The senior population in Cass County continues to <br /> increase and along with that more services are needed. He said in 2014 demand for the <br /> Meals on Wheels program has increased by 12% and for transportation services by 13%. <br />
