Commission Minutes—December 15, 2008 3456 <br /> said cemetery mowing costs increased because of higher gas prices and additional mowing <br /> done this past summer. <br /> MOTION, passed <br /> Mr. Pawluk moved and Mr. Wagner seconded to amend the 2008 Cass <br /> County Budget as noted by the county auditor In his letter to the board <br /> dated December 3, 2008, for the General Fund, State's Attorney Asset <br /> Forfeiture Fund, Sheriff Asset Forfeiture Fund, Sheriff Block Grant Fund, <br /> NDRIN Fund, Document Preservation Fund, Jail Commissary Fund and <br /> Granberg/Amber Plains Debt Service Fund. On roll call vote, the motion <br /> carried unanimously. <br /> 0 ROAD DEPARTMENT, Memorandum of understanding for Main Avenue reconstruction <br /> County Engineer Keith Berndt was present to discuss a memorandum of understanding with <br /> the North Dakota Department of Transportation (NDDOT). He said NDDOT plans to <br /> reconstruct Main Avenue from the interchange near the Red River Valley Fairgrounds to <br /> 45th Street in West Fargo beginning in 2009 through 2015. The project includes three <br /> phases with costs within the City of West Fargo to be paid with 91% federal and state funds <br /> and 9% city funds. A small portion of the project is outside the city limits, and NDDOT has <br /> proposed to pay 100% of the highway costs, but has asked the county to fund 19% of the <br /> cost for the associated multi-use trail outside city limits as well as maintenance of this <br /> segment. He has not received a detailed estimate from NDDOT, but anticipates the county <br /> share will be in the $20,000 to $40,000 range, with this portion of the project to be <br /> constructed in 2015. He feels the request is reasonable and recommends approval of the <br /> concept outlined in the memorandum of understanding. <br /> Mr. Pawluk asked if a precedent will be set if this is approved today. Mr. Berndt believes <br /> this situation is unique and does not anticipate this kind of request occurring often. <br /> MOTION, passed <br /> Mr. Wagner moved and Mr. Bennett seconded to authorize the <br /> chairwoman to sign a memorandum of understanding with the North <br /> Dakota Department of Transportation outlining responsibilities for the <br /> Main Avenue reconstruction project. On roll call vote, the motion carried <br /> unanimously. <br /> 9. ROAD DEPARTMENT, Contract for Wild Rice River bridge repairs <br /> Mr. Berndt said a bridge which crosses the Wild Rice River in Stanley Township was <br /> damaged during flooding in 2007. The bridge has remained closed since then until a <br /> determination was made by FEMA regarding whether they would fund repairs to the <br /> structure. The primary user of the bridge is a farmstead that has an alternate access from <br /> the west. Mr. Berndt said FEMA has approved $24,246 to repair the bridge and clean up <br /> debris in the area. The county received a bid from Industrial Builders in the amount of <br /> $27,935 to complete the repairs only. He said the county may be able to assist in the clean <br /> up process and estimates the county cost will be approximately$5,500. <br /> Mr. Pawluk supports the repair, but questioned why this bridge is being fixed when a similar <br /> situation with a bridge in Reed Township was not repaired, but the road was raised. Mr. <br /> Berndt said if the county had not received funds from FEMA, he most likely would be <br /> offering a different recommendation to the commission. <br />
