Commission Minutes—July 7, 2014 4322 <br /> This is a $14 million project programmed with a cost share of Federal funds as well as <br /> dollars from Fargo, West Fargo, and $1 million from Cass County. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Vanyo seconded to authorize the chairman <br /> to sign the Documented CatEx for 12th Avenue North reconstruction from <br /> County Road 19 to 45th Street. On roll call vote, the motion carried <br /> unanimously. <br /> 14. ATM MACHINES, To be installed at Courthouse and Highway Department <br /> Michael Montplaisir, County Auditor, is requesting the commission consider installing ATM <br /> machines at the Cass County Courthouse and Highway Department. He said over the <br /> years, visitors have asked to use an ATM machine, and currently there is one located at the <br /> Cass County Jail. He said a few proposals were received from independent firms, and he <br /> chose the one best suited to the county's needs. The company will charge a $2.00 <br /> transaction fee with the county providing internet access, floor space and electricity for the <br /> equipment. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Peterson seconded to allow Card Care <br /> Systems to install an ATM machine at the Courthouse and Highway <br /> Department upon presentation of a contract, copy of insurance policy, <br /> and agreement upon location within the Courthouse. On roll call vote, <br /> the motion carried unanimously. <br /> 15. FLOOD DIVERSION, Reimburse City of Fargo for land purchases in Oxbow <br /> Mr. Montplaisir said last December the commission approved the county to pay for land <br /> purchased outside the City of Fargo for two parcels needed for the Oxbow/Hickson/Bakke <br /> ring levee. The county paid half the cost or approximately $3.8 million with the expectation <br /> that the remaining half would be reimbursed by the State Water Commission (SWC). The <br /> SWC provided reimbursement in the amount of $782,908 toward half of the dike footprint <br /> cost and half of the retention footprint cost. The remaining balance owing for the land is <br /> $2,944,322.53. He anticipates some sort of an agreement will be made with Fargo in order <br /> for the city to pay toward land costs in town. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to reimburse the City of <br /> Fargo for diversion land costs in the amount of $2,944,322.53 for the <br /> remaining balance of Oxbow area land purchases. On roll call vote, the <br /> motion carried unanimously. <br /> 16. FLOOD DIVERSION MONTHLY BILLING, Approved <br /> Mr. Montplaisir discussed the billing from the FM Diversion Board of Authority for the month <br /> of June, 2014, which is the county's share of engineering costs, legal fees, and construction <br /> management services. <br /> MOTION, passed <br /> Mr. Bennett moved and Mrs. Scherling seconded to approve the <br /> expenses for the Flood Diversion Board of Authority in the amount of <br /> $202,784.28 for month of June, 2014. On roll call vote, the motion carried <br /> unanimously. <br />
