Commission Minutes—June 2, 2014 4302 <br /> Whereas, public and private organizations representing numerous transportation interests, <br /> as well as groups and individuals from socially disadvantaged groups were invited, <br /> encouraged, and involved in this Plan's preparation, in full compliance with Metro COG's <br /> Public Participation Plan; <br /> Whereas, Metro 2040, which covers the time horizon of 2014 to 2040, was prepared using <br /> an extensive intermodal planning process; <br /> Whereas, Metro 2040 provides a comprehensive, coordinated program of projects and <br /> strategies that will improve the urban and extraterritorial transportation system of the Fargo- <br /> Moorhead area; <br /> Now, Therefore Be It Resolved that the Cass County Commission does hereby adopt the <br /> Fargo Moorhead Area Long-Range Transportation Plan, Metro 2040, and agrees to use it as <br /> a tool to implement metropolitan transportation goals and objectives, which will complement <br /> overall development of the metropolitan transportation system. <br /> Approved and adopted this 2nd day of June, 2014. <br /> 7. HAZARD MITIGATION GRANT PROGRAM, Application for additional flood home <br /> acquisitions <br /> Hali Durand, County Planner, was present to discuss additional flood home acquisitions <br /> through the Hazard Mitigation Grant Program (HMGP). She said around $1.7 million is <br /> available in additional funding to purchase nine homes including one property south of 52nd <br /> Street SE along the Wild Rice River; five properties on Hyde Street; one property on 19th <br /> Avenue NW; and five properties on 16th Avenue NW. <br /> Ms. Durand said homeowners have completed the necessary paperwork in order to move <br /> forward with the buyout process, and now the HMGP application needs to be signed. Mr. <br /> Pawluk asked about the funding formula. Ms. Durand said the cost share is 75% federal, <br /> 15% state and 10% local dollars. Michael Montplaisir, County Auditor, said the cost will be <br /> paid from the Emergency and Flood Mitigation Fund. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to authorize the <br /> chairman to sign the application for flood home acquisitions through the <br /> FEMA Hazard Mitigation Grant Program (HMGP). On roll call vote, the <br /> motion carried unanimously. <br /> 8. HAZARD MITIGATION GRANT PROGRAM, Lake Shure bridge construction agreement <br /> for Phase 2 <br /> Tom Soucy, Construction/Design Engineer, was present to discuss the Lake Shure bridge <br /> project. In 2012 the county submitted an application through the Hazard Mitigation Grant <br /> Program (HMGP) for Phase 1 project design, which has been completed. He said the next <br /> step is the application for Phase 2 project construction. <br /> Mr. Soucy said a bid letting was held on May 29th for bridge construction, and Industrial <br /> Builders was the low bidder. The county has not yet received the agreement from the North <br /> Dakota Department of Emergency Services (NDDES) for HMGP funding, and he asked if <br /> the board is willing to authorize the chairman to sign the Industrial Builders contract, <br /> contingent upon receipt of the HMGP Phase 2 construction agreement from NDDES. <br />
