Commission Minutes—June 2, 2014 4303 <br /> Mr. Pawluk prefers to wait until the county has received the construction agreement from <br /> NDDES before the commission takes action on this item. <br /> 9. TAX EQUALIZATION BOARD, Convened for 2014 and recessed until June 16th <br /> Chairman Pawluk convened the Cass County Board of Tax Equalization for 2014. Frank <br /> Klein, Director of Equalization, referred to his letter dated May 23, 2014, concerning the <br /> annual equalization of assessments. Mr. Klein said he anticipates the Cass County net <br /> taxable valuation to increase at least 5%. <br /> Mr. Klein said the assessment sales ratio study indicates Cass County is not in compliance <br /> with residential and commercial assessments outside Fargo and West Fargo. He discussed <br /> mass assessment recommendations for various jurisdictions which are warranted to <br /> equalize assessments. He said the last time the county made mass assessment <br /> adjustments was in 2008.
