Appoint Fargo City Auditor Steve Sprague to replace County Auditor Michael <br /> Montplaisir on the County Canvassing Board. <br /> 6. RESOLUTION #2014-7, Fargo-Moorhead area long-range transportation plan adopted <br /> Bill Christian, Transportation Planner for Metropolitan Council of Governments (MetroCOG), <br /> was present to discuss the long-range transportation plan through the year 2040. He said <br /> the document is updated every five years. <br /> Mr. Bennett asked about bridge options south of Fargo, particularly 76th Avenue South. Mr. <br /> Christian said because of fiscal constraints, 76th Avenue South is not a viable option; <br /> however, improvements to the bridge on 52nd Avenue South are recommended including <br /> widening the structure to four lanes. He said 76th Avenue South has been identified for <br /> improvements to make it a four-lane aertial road. <br /> Mr. Pawluk asked why the plan does not include future expressways. Mr. Christian said a <br /> need was not identified because the plan outlines recommended improvements to 1-29 and <br /> 1-94 to facilitate traffic movement in the metropolitan area. <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Peterson seconded to adopt Resolution <br /> #2014-7, Fargo-Moorhead Area Long-Range Transportation Plan Metro <br /> 2040, and authorize the chairman to sign the resolution: On roll call vote, <br /> the motion carried unanimously. <br /> RESOLUTION #2014-7 <br /> FARGO MOORHEAD AREA <br /> LONG-RANGE TRANSPORATION PLAN <br /> METRO 2040 <br /> Whereas, the Cass County Commission is the duly elected governing body for Cass County <br /> and is responsible for the planning and development of a safe and functional transportation <br /> system; <br /> Whereas, the Fargo-Moorhead Metropolitan Council of Governments (Metro COG), as the <br /> metropolitan planning organization designated by the Governors of North Dakota and <br /> Minnesota to maintain the metropolitan area's transportation planning process in <br /> accordance with federal regulations; <br /> Whereas, Metro COG has undertaken the task of updating its Metropolitan Transportation <br /> Plan, Metro 2040, which is a vital element of this planning process, and which documents <br /> transportation projects' eligibility for future federal funding; <br /> Whereas, the metropolitan transportation planning process was guided by the Metropolitan <br /> Transportation Technical Committee (TTC) composed of a wide cross-section of local multi- <br /> modal technical experts including engineers, planners, transit directors, and state and <br /> federal transportation officials; <br />
