Commission Minutes—April 21, 2014 4287 <br /> Keith Berndt, Cass County Administrator, said the subdivision is located 11A miles <br /> south of Oxbow just north of the Richland County line and is in the proposed staging <br /> area of the flood diversion project. He said this area has been referred to as an <br /> "economic dead zone" by diversion opponents; however, existing ground and road <br /> elevations combined with adding some fill around structures puts it above the flood <br /> plain that will exist with the diversion. He said there will still be sites within the <br /> staging area where land is high enough for future development. <br /> MOTION, passed <br /> Mr. Bennett moved and Mr. Peterson seconded to grant final plat <br /> approval for Job Second Subdivision located in Section 35, <br /> Township 137N, Range 49W of the Fifth Principal Meridian, Cass <br /> County, North Dakota. On roll call vote, the motion carried <br /> unanimously. <br /> 10. FLOOD BUYOUT PROPERTIES, Engineer authorized to coordinate additional <br /> buyouts <br /> Jason Benson, County Engineer, said Cass County was notified that funds remain in <br /> three different state disaster programs from 2013, which may be used to acquire <br /> additional flood buyout properties. He estimates the county may be able to purchase <br /> between six to eight properties with the remaining dollars. He has targeted some <br /> homes in the staging area of the diversion project along the Wild Rice River south of <br /> County Road 16 and along 76th Avenue South and Forest River Road. He has <br /> received one favorable response; three residents in the Wild Rice River area have <br /> declined a buyout offer at this time. <br /> Mr. Pawluk suggested two homes in Reed Township located across from the Reed <br /> Township Hall be considered as well. Mr. Benson believed the benefit cost ratio of <br /> these properties is below the threshold necessary to qualify for funding, but he will <br /> review and confirm this data. Mr. Benson said the county has the next 30 days to <br /> move forward with the process of identifying and applying for grant funding. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Scherling seconded to authorize the <br /> county engineer to coordinate potential flood buyouts with the <br /> North Dakota Department of Emergency Services (NDDES) and <br /> Lake Agassiz Regional Council. On roll call vote, the motion <br /> carried unanimously. <br /> 11. COURTHOUSE AND ANNEX SECURITY STATION IMPROVEMENTS, Contract <br /> approved with T.F. Powers Construction, Inc. <br /> Mr. Berndt said the 2014 budget includes $180,000 for improvements to the security <br /> stations at the Cass County Courthouse and Cass County Annex. Bids were opened <br /> on April 15th with the low bid received from T.F. Powers Construction, Inc. in the <br /> amount of $171,500. The stations will be reconfigured and bullet-proof glass will be <br /> installed at each location. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the <br /> chairman to sign a contract with T.F. Powers Construction for <br /> security station improvements at the Cass County Courthouse and <br /> Cass County Annex. On roll call vote, the motion carried <br /> unanimously. <br />
