Commission Minutes—April 21, 2014 4286 <br /> 7. VECTOR CONTROL CONTRACTS, Approved <br /> Ben Prather, Vector Control Director, discussed the annual mosquito spraying <br /> contracts with cities, townships, subdivisions and private organizations that are <br /> standard agreements to be renewed for 2014. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to approve the <br /> annual mosquito spraying contracts with cities, townships, <br /> subdivisions and organizations for 2014. On roll call vote, the <br /> motion carried unanimously. <br /> Mr. Prather discussed enhanced service contracts with cities and townships near the <br /> metropolitan area for additional funding for larval control. He also said Moorhead and <br /> Clay County Public Health each requested assistance from Cass County for adult <br /> mosquito surveillance and consulting services. <br /> There was discussion regarding how contract costs were figured with Moorhead and <br /> Clay County. Mr. Prather estimated the amount of staff time required to collect larval <br /> samples plus necessary materials to arrive at a fee to charge each entity. He will <br /> monitor the expenses since this is the first year the county will be providing these <br /> services. <br /> MOTION, passed <br /> Mrs. Scherling moved and Mr. Bennett seconded to authorize the <br /> chairman to sign enhanced service contracts in Cass County <br /> jurisdictions, and mosquito surveillance contracts with the City of <br /> Moorhead and Clay County Public Health for 2014. Discussion: <br /> Mr. Peterson asked that costs with Moorhead and Clay County be <br /> tracked closely. He wants to ensure the county is reimbursed <br /> appropriately for the services provided. On roll call vote, the <br /> motion carried unanimously. <br /> 8. VECTOR CONTROL, Airborne Custom Spraying application authorization <br /> waiver <br /> Mr. Prather said each year the county is asked to sign an application authorization <br /> waiver with Airborne Custom Spraying, the company that does aerial mosquito <br /> control applications for Cass County. The waiver is needed in order to comply with <br /> Federal Aviation Administration and North Dakota Department of Health <br /> requirements. <br /> MOTION, passed <br /> Mr. Vanyo moved and Mr. Peterson seconded to authorize the <br /> chairman to sign the application authorization waiver with <br /> Airborne Custom Spraying required by the Federal Aviation <br /> Administration for aerial mosquito spraying over Cass County, <br /> North Dakota. On roll call vote, the motion carried unanimously. <br /> 9. PLAT APPROVAL, Job Second Subdivision <br /> Hali Durand, Cass County Planner, said the Cass County Planning Commission <br /> recently approved Job Second Subdivision in Pleasant Township to plat four lots for <br /> residential development. <br />
